PUBLIC HEARINGS AND OTHER MATTERS <br /> City Council Liaison Report <br /> Councilmember Julie Testa reported on the November 19 City Council discussion regarding <br /> the planning of East Pleasanton, noting the staff recommendation was to incorporate public <br /> input through a process review by the Planning Commission instead of a task force; the <br /> Council requested frequent check-ins to provide direction and oversight of the process. The <br /> Council took no action and will continue the discussion at its December 3 meeting. <br /> Councilmember Testa also offered comments on the Council's earlier discussion regarding <br /> PFAS in the City's water supply which prompted taking Well 8 out of service and determining <br /> the appropriate mitigations and/or treatment options moving forward. She noted there is <br /> additional information regarding PFAS on the City's website and online and encouraged <br /> members and the community to be informed on this topic. <br /> Discussion Regarding Tobacco Ordinances <br /> Youth Commissioner Kristina Costanzo gave an overview on the Youth Commission's <br /> discussions regarding tobacco restrictions: the commission gathered information and statistics <br /> from multiple sources, including the Alameda County Public Health Department's Tobacco <br /> Control Program, the American Cancer Society, and Flavors Hook Kids Livermore. It was noted <br /> that research has shown that cigars are the second highest use among teens, and that teens <br /> are more likely to use cigarettes if they have previously tried flavored tobacco. <br /> Based on the information and input received, the Youth Commission is recommending five <br /> proposed actions for City Council consideration: <br /> 1. Prohibit the sale of flavored tobacco products; <br /> 2. Prohibit the sale of e-cigarettes and related paraphernalia; <br /> 3. Restrict the sale of tobacco products within 1,000 feet of public schools, public parks, <br /> and public recreation facilities [with pre-existing tobacco shops being allowed to remain <br /> as legal non-conforming uses]; <br /> 4. Set minimum pack sizes and prices for some cigar and cigarettes [with exceptions for <br /> premium items, and items sold at tobacco shops where persons under the age of 21 are <br /> restricted from entering unaccompanied]; <br /> 5. Update the Municipal Code to prohibit persons under the age of 21 from possession of <br /> tobacco products [the code currently only restricts possession by persons under the age <br /> of 18]. <br /> Questions asked of Youth Commissioner Kristina Costanzo: <br /> • As a high school student, can you give your perspective on the tobacco usage in <br /> school? <br /> o Ms. Costanzo said she has witnessed students vaping in the bathroom; she <br /> added she has heard stories of students vaping during class and hiding it in their <br /> sleeve. She further responded that vaping is also an issue at middle schools. <br /> • What role should the school/district have to help prevent students from vaping? <br /> o Ms. Costanzo replied that it's a difficult issue to control in that school policies put <br /> deterrents in place but it's hard to detect the usage; this is why the Youth <br /> Commission is recommending a ban. <br />
