Since <br /> I participated in the last planning effort, and did quite a bit of analysis which I shared with the City right <br /> up to the Notice of Preparation for the EIR, I wanted to share this work with you once again. <br /> As many of you know, I am not categorically opposed to residential development in Pleasanton, <br /> particularly opportunities for affordable workforce housing. I had hoped that East Pleasanton might <br /> provide a substantial opportunity to fulfill this need. Unfortunately, all of the financially alternatives <br /> (even the marginally feasible ones)would have dramatically increased both Pleasanton's need for <br /> affordable workforce housing and its unmitigated emission of commuter generated greenhouse gasses. <br /> Property tax revenues aside, I fail to see what quality of life or environmental benefits the people of <br /> Pleasanton will gain from residential and/or commercial development of this land. A more <br /> environmentally preferable use of this land,with its available water and existing recycling facilities, <br /> would be as an active carbon sink.Through a program of carbon sequestration using native plants for <br /> harvest and composting could provide quantifiable mitigation for Pleasanton's current GHG emissions as <br /> well as an eventual source of income from credits in the carbon market. <br /> For your reference, I have attached my letter responding to the last EPSP EIR Notice of Preparation with <br /> an attachment showing the impacts each alternative in terms of housing demand generated in all <br /> categories. Read housing affordable at the Very Low Income, and Low Income levels especially as GHG <br /> generators from inbound commuting, since Pleasanton is chronically short of such housing, although <br /> studies show that most jobs in Pleasanton pay at the VLI and LI level. I also have included a summary <br /> from the NOP of the EPSP alternatives. <br /> Please feel free to call me if you have any questions regarding the attached materials.
