ATTACHMENT 1 <br /> THE CITY OF <br /> X11 = <br /> pLEASANTON CITY COUNCIL AGENDA REPORT <br /> November 19, 2019 <br /> Community Development <br /> TITLE: REVIEW AND PROVIDE POLICY DIRECTION ON KEY PLANNING <br /> CONSIDERATIONS, PROJECT APPROACH, AND SCOPE OF WORK FOR <br /> COMPLETION OF THE EAST PLEASANTON SPECIFIC PLAN <br /> SUMMARY <br /> The City Council identified completion of the East Pleasanton Specific Plan (EPSP) as a <br /> priority in the 2019-2020 work plan. The process to prepare a specific plan for East <br /> Pleasanton, which encompasses an approximately 1,100-acre planning area on the <br /> city's eastern edge and extending into unincorporated Alameda County, was originally <br /> initiated in 2012 but paused in 2015. Ponderosa Homes has secured agreements with <br /> the major private property owners in the area, to take the lead in working with the City of <br /> Pleasanton to advance the EPSP. <br /> With the objective of resuming work on the EPSP in early 2020, staff is seeking early <br /> direction from the City Council on several elements that will guide the planning effort, <br /> including confirmation of the key land use and policy considerations that will be the <br /> foundation of the plan; overall project approach; and the project scope of work, including <br /> major work tasks, proposed public process, and schedule. <br /> RECOMMENDATIONS <br /> Staff recommends the City Council: <br /> 1 . Receive the presentation from staff; <br /> 2. Discuss the overall project approach and proposed scope of work, including key <br /> tasks, public process, and initial schedule, as reflected in this report; and <br /> 3. Continue this matter to the next regular City Council meeting on December 3, <br /> 2019, for final direction to staff on the key planning considerations to be reflected <br /> in the planning process. <br /> FISCAL IMPACT <br /> Ponderosa Homes, as the major proponent of the EPSP effort, will provide funding for <br /> professional services related to the planning, technical, and environmental (CEQA) <br /> review, and to support staffing to assist in the effort. These services will be retained <br /> and directly managed by the City. As a result, there will be no fiscal impact to the City's <br /> planning review and administration operating budget. <br />
