The conclusion of the East Pleasanton Specific Plan process is anticipated to come <br /> before the deadline to submit the Draft Housing Element to the State Department of <br /> Housing and Community Development. However, included among the "Key Planning <br /> Considerations" for the EPSP is the principle that no growth management allocations <br /> (i.e. authorization to construct residential units) will be awarded until the Housing <br /> Element is updated and adopted by the City Council (reference November 19, 2019 <br /> Agenda Report, Page 5). Further, subsequent to action on the plan, additional <br /> approvals such as annexation of lands currently outside the City limits, will need to be <br /> completed before development consistent with the specific plan can begin. <br /> CONCLUSION AND RECOMMENDATION <br /> If City Council directs staff to proceed with the East Pleasanton Specific Plan, staff will <br /> return to City Council with a professional services contract to begin the project, which <br /> will also include a more detailed scope of work. <br /> Staff recommends that the City Council: <br /> 1. Receive the presentation from staff; <br /> 2. Discuss the overall project approach and proposed scope of work, including key <br /> planning considerations, tasks, public process, and initial schedule; and <br /> 3.
