- Environmental Issues. Councilmembers expressed concern that the emerging <br /> PFAS water quality issues may limit water supply, which could be exacerbated <br /> by allowing for significant new development in East Pleasanton. Staff <br /> acknowledged the concern and that the City will be pursuing State and other <br /> funding to address the PFAS issue. It is also expected that the EPSP will need <br /> to address water quality and supply issues, with a guiding principle of the EPSP <br /> effort to ensure that new development mitigates its impacts in all areas, whether <br /> water supply, traffic, schools, or fiscal impacts. <br /> After questions and discussion, the City Council directed that the agenda item return to <br /> a future meeting for formal direction to be provided to staff.' <br /> DISCUSSION <br /> Please refer to the November 19, 2019 agenda report (Attachment 1), which includes <br /> the previously-provided information, including key planning considerations, project <br /> approach and scope of work, community process, and timeline for the EPSP. <br /> During and following the November 2019 meeting, City Councilmembers requested <br /> additional information on the timeline for the EPSP, and how it relates to the upcoming <br /> State-mandated RHNA and Housing Element process. The RHNA process will <br /> determine how many housing units, and at what levels of affordability, the City will have <br /> to plan for in the next Housing Element. Since the EPSP may provide an opportunity to <br /> accommodate some portion of the RHNA, understanding the magnitude of that number <br /> is important. <br /> The EPSP timeline is included as Attachment 4, indicating the various tasks for the <br /> EPSP, and points of intersection with the RHNA and Housing Element process. As <br /> shown, the timing of key decision-points in the EPSP process, particularly the selection <br /> of the proposed "base plan" (land use plan) to be carried forward into the Draft EPSP <br /> and CEQA review, would allow for the draft RHNA number to be considered in the <br /> Council's decision-making process. Staff expects little or no change between the City's <br /> draft and final RHNA allocation. However, should there be a modification to the City's <br /> final RHNA allocation after the draft RHNA number is issued, City Council will still have <br /> the ability to adjust its approach based on the Sites Analysis and Selection process of <br /> the Housing Element. <br /> Following the receipt of the draft RHNA and Council's direction on the EPSP base plan, <br /> staff expects to continue the process of identifying and analyzing sites citywide to <br /> accommodate the remaining portion of the RHNA. The ability to take into account <br /> whatever increment of the RHNA may be "solved" in East Pleasanton will give the City <br /> more certainty as it proceeds with the Housing Element update. Likewise, because the <br /> City will be well underway with the Housing Element sites analysis and selection <br /> process before the draft EPSP is finalized, information and outcomes from that process <br /> can be reflected in the EPSP, including in the required CEQA analysis. <br /> ' The continued item was originally scheduled for December 3, 2019; however, the date was adjusted to <br /> this February 18, 2020 meeting to allow for all five Councilmembers to participate and to accommodate <br /> other scheduled public hearing items. <br /> Page 3 of 4 <br />
