impact would not be reduced to a less-than- significant level because the <br /> improvement described in part 4 of Mitigation Measure 4.D-ld is within <br /> Caltrans right-of-way and requires substantial Caltrans design review and <br /> oversight, and is not under the control of the City. Therefore, because the <br /> timing of Mitigation Measure 4.d-ld is not certain at this time,the <br /> measure is not legally feasible,though the measure is physically feasible. <br /> Mitigation Measures M-TR-1,4.d-1 a, 4.d-lb, 4.d-lc, and 4.d-l d are all <br /> required to mitigate associated impacts (i.e., all of these measures must be <br /> implemented to reduce the impact to Stoneridge Drive [queue spillback] to <br /> less than significant). These mitigation measures are hereby incorporated <br /> by reference and described above under Impact 4.D-1. <br /> (Draft SEIR,pp. 4.D-38 to 4.D-44.) <br /> Impact 4.D-3 <br /> Development facilitated by the Project would affect levels of service at the local study <br /> intersections under Far-term (Cumulative)plus Project conditions (vehicle queue spillback <br /> impeding through traffic on Stoneridge Drive and blocking access to driveways along Johnson <br /> Drive during PM peak hours; and the Johnson Drive and Park and Ride Lot Intersection). <br /> The Revised Final SEIR evaluates the impact of the Project related to the potential to add <br /> traffic to local study intersections to the point at which they would operate unacceptably under <br /> Far-term (Cumulative)plus Project conditions. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Significant and Unavoidable <br /> Finding: Changes have been incorporated into the Project that would substantially <br /> lessen this impact, however, the changes would not reduce this impact to a less <br /> than significant level. Mitigation Measures M-TR-1, 4.D-la, 4.D-lb, 4.D-lc, and <br /> 4.d-ld are incorporated into the Project. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will not be reduced to less than significant. <br /> 1.
