The lane drop will occur over a <br /> distance of at least 800 feet, and will require reconstruction and widening <br /> of the bridge at this on-ramp from one to two lanes, with the merge <br /> occurring after the bridge. (Note: This improvement is within Caltrans <br /> right-of-way and requires Caltrans design review and oversight.) <br /> A funding mechanism for these improvements shall be approved by the City prior <br /> to the issuance of the first building permit for a Phase I use that would generate <br /> 100 or more PM or Saturday peak-hour trips. <br /> Site(s)affected: All sites within the proposed Zone(Phase I and Full Buildout). <br /> (Draft SEIR, pp. 4.D-20 to 4.D-38.) <br /> Impact 4.D-2 <br /> Development facilitated by the Project would affect levels of service at the local study <br /> intersections under Near-term plus Project conditions(for vehicle queue spillback impeding <br /> through traffic on Stoneridge Drive and blocking access to driveways along Johnson Drive <br /> during PM peak hours, and for the Johnson Drive and Park and Ride Lot Intersection). <br /> The Revised Final SEIR evaluates the impact of the Project related to the potential to add <br /> traffic to local study intersections to the point at which they would operate unacceptably under <br /> Near-term plus Project conditions. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Significant and Unavoidable <br /> Finding: Changes have been incorporated into the proposed Zone that would <br /> substantially lessen this impact, however, the changes would not reduce this <br /> impact to a less than significant level. Mitigation Measures M-TR-1, 4.D-la, 4.D- <br /> lb, 4.D-lc, and 4.d-ld are incorporated into the Project. <br /> Facts in Support of Finding: The following facts and mitigation measures indicate <br /> that the impact will not be reduced to less than significant. <br /> 1.
