9. The building permit plan check materials will be accepted for submittal only after com- <br />pletion of the 15-day appeal period, measured from the date of the approval letter, unless <br />the project developer submits a signed statement acknowledging that the plan check fees <br />may be forfeited in the event that the approval is overturned on appeal, or that the design <br />is significantly changed as a result of the appeal In no case will a building permit be is- <br />sued prior to the expiration of the 15-day time-period. <br />Planning Requirements: <br />10. The project developer is encouraged to provide public artwork on the building or on the <br />site of the project covered by this approval memorializing the events surrounding 9/11. <br />The project developer would then work with representatives of the Civic Arts Commis- <br />sion in identifying a program for the display of the permanent public artwork for the pro- <br />ject including locations, type of artwork, etc. The public art program would be submitted <br />to the Planning Director for review and approval before its installation. <br />11. A comprehensive signing program shall be submitted to the Planning Director for consid- <br />eration under separate application before the installation/construction of building/monu- <br />ment signs. <br />12. The project developer shall use their best efforts to implement the measures identified in <br />the U.S. Green Building Council's (USGBC), "Leadership in Energy and Environmental <br />Design (LEED)" 2.0 rating system in the design, construction, and operation of the pro- <br />posed fire station. The goal is to achieve a LEED silver rating, using the USGBC evalu- <br />ating methodology, for the structure. <br />13. The project developer shall submit a waste management plan to the Building and Safety <br />Division prior to issuance of building or demolition permits. The plan shall include the <br />estimated composition and quantities of waste to be generated and how the project devel- <br />oper intends to recycle at least 50% of the total job site construction and demolition waste <br />measured by weight or volume. Proof of compliance shall be provided to the Chief <br />Building Official prior to the issuance of a final building permit. During demolition and <br />construction, the project developer shall mark all trash disposal bins "trash materials <br />only" and all recycling bins "recycling materials only". The project developer shall con- <br />tact Pleasanton Garbage Service for the disposal of all waste from the site. <br />Building and Site Design Requirements: <br />14. The standing seam metal roof material shall be a green color as shown on the colored <br />building elevation. An accent colors matching the metal roof shall be provided on the <br />building for added visual interest. These details shall be shown on the building permit <br />plans to the satisfaction of the Planning Director before issuance of a building permit. <br />PUD-01-1D, Conditions of Approval March 12, 2003 <br />per Planning Commission Page 2 of 12 <br />
