• Construct second on-ramp lane for westbound Stoneridge Drive to <br /> northbound 1-680 <br /> a Construct southbound left and southbound right turn lane on Johnson Drive <br /> • Johnson Drive widening from one (1) travel lane to two (2) travel lanes in each <br /> direction (Mitigation 4.D-3) <br /> The City Council certified the DSEIR/FSEIR and approved the JDEDZ project in late 2017, <br /> but later rescinded the DSEIR/FSEIR certification and JDEDZ approvals so that <br /> supplemental environmental analyses could be completed in relation to Air Quality and <br /> Greenhouse Gas. This supplemental environmental analyses did not alter the Transportation <br /> section of the original DSEIR/FSEIR and no additional transportation related study was <br /> required for the recirculation efforts. <br /> Costco decided to continue to design the transportation mitigations while the supplemental <br /> environmental analyses were being prepared. <br /> Discussion/questions <br /> Transportation Mitigations and Timeline <br /> One of the questions received asked for clarification on the transportation mitigations, which <br /> have been outlined in the background section of this memorandum. <br /> The design work on all four of the transportation mitigations is underway including the <br /> freeway ramp modification that requires approval from Caltrans. This mitigation was <br /> identified as "Significant and Unavoidable" because the improvement is within the Caltrans <br /> right-of-way. The construction of this improvement is a requirement of the project. <br /> Caltrans has approved the 100% plans for the freeway ramp widening project (approved by <br /> Caltrans in October of 2019). Upon certification of the RFSEIR, the final construction <br /> documents will be prepared for an anticipated May 2020 construction advertisement. <br /> Construction is expected to take seven months, but may experience minor delays due to <br /> construction restrictions over waterways during the winter rainy season, making March 2021 <br /> the anticipated opening date for the ramp widening project. <br /> Other Traffic Improvements underway <br /> Hopyard Road at Owens Drive is included as a Project in the City's Capital Improvement <br /> Plan. This project will construct a new southbound right turn lane. This project was not part of <br /> the JDEDZ traffic mitigation. This project was included in the May 2015 TIA as a Project that <br /> would be completed in the existing+approved time frame. <br /> This project also requires Caltrans approval, as the project extends back into their right-of- <br /> way. Caltrans is currently reviewing the 90% plans and it is anticipated that this project will <br /> be fully designed and approved by March 2020, with project construction in the Summer of <br /> 2020, and the opening of the southbound right turn lane in the Fall of 2020. <br /> Page 2 of 3 <br />
