Bringhurst LLC at 990 Sycamore Road <br /> Initial Study and Negative Declaration <br /> DISCUSSION <br /> a) The Pleasanton General Plan provides guidance for when a traffic analysis is <br /> required to determine impacts on the performance of the circulation system. <br /> Program 2.2 of the Circulation Element requires site-specific traffic studies for <br /> all major developments which have the potential to cause the LOS at one or <br /> more major intersections to exceed LOS "D," and implementation of the <br /> mitigation measures identified in these studies. In addition, the City generally <br /> requires a traffic study if one or more of the following criteria are triggered: <br /> 1. Project generates 100 or more vehicle trips during the A.M. or P.M. peak <br /> hours. <br /> 2. Project generates 40 or more vehicle trips during the A.M. or P.M. peak <br /> hours through an existing LOS D intersection. <br /> 3. Project generates 10 or more vehicle trips during the A.M. or P.M. peak <br /> hours through an existing LOS E or F intersection. <br /> Based on the 10th Generation of the Institute of Transportation Engineers Trip <br /> Generation Handbook, the four additional single-family homes would <br /> generate approximately 3 trips during A.M. peak hours and 4 trips during P.M. <br /> peak hours, which would be well below each of the above-listed criteria, and <br /> would therefore not require a traffic study. <br /> The project would improve pedestrian and bicycle circulation by providing a <br /> trail connection between the existing public trail along Sycamore Creek within <br /> the Bridle Creek development to the west and a future trail along Alisal Street <br /> to the southeast, in compliance with the City's Trails Master Plan. Therefore, <br /> this would be a less than significant impact. <br /> There are no significant traffic impacts associated with the project; therefore, <br /> no mitigation is warranted. The project will, however, be required to pay City <br /> and regional traffic impact fees, which will be used to help fund traffic <br /> improvements identified in the City's CIP. <br /> b) The Alameda County Congestion Management Agency's threshold for <br /> conducting a Congestion Management Program (CMP) traffic analysis is <br /> whether a project would add 100 or more new peak-hour trips. The project <br /> would not create 100 or more new peak hour trips and the project would not <br /> exceed, either individually or cumulatively, a level of service standard <br /> established by the Alameda County Congestion Management Agency for <br /> designated roads or highways. As a result, a CMP traffic analysis is not <br /> required.
