The proposed Taco Bell would demolish all existing site improvements including removal of the <br /> approximately 1,737-square-foot, single-story, vacant oil changing facility, all paved parking <br /> spaces, landscaping and three existing trees within the interior of "Pad B." "Pad B" would be <br /> redeveloped with an approximately 1,649-square-foot drive-through restaurant and related site <br /> improvements (see Figures 2 and 3). <br /> The applicant has indicated the rationale for the proposed amendment is to allow for the <br /> replacement of the existing, ageing oil change facility with a new, more viable drive-through <br /> restaurant use. The applicant currently operates a Taco Bell restaurant at 4001 Santa Rita <br /> Road, which is an in-line "storefront" location at Rose Pavilion Phase II; the new restaurant <br /> would replace this existing facility. According to the applicant, a drive-through is a necessary <br /> component of their and Taco Bell's business model, and essential to support their investment <br /> to redevelop the project site. <br /> Site Layout, Circulation, Parking, and Access <br /> The restaurant would be located in the northwestern corner of "Pad B," approximately 110 feet <br /> from Rosewood Drive and approximately 400 feet from Santa Rita Road. The main <br /> (pedestrian) entrance of the restaurant would be on its south side, facing CVS, while the drive- <br /> through queueing lane, menu board, ordering speaker and pick-up window would generally be <br /> on the north side, facing the adjacent tire repair shop and other nearby commercial uses. The <br /> drive-through queueing lane entrance, menu board and ordering speaker would be <br /> approximately 60 to 90 feet from Rosewood Drive, approximately 400 feet from Santa Rita <br /> Road and 490 feet from the closest residential uses. <br /> The drive-through queueing lane would accommodate approximately seven vehicles between <br /> the entrance and the pick-up window. An outdoor dining area is proposed on the west side of <br /> the restaurant, adjacent to the main arterial drive aisle for the shopping center. 21 on-site <br /> parking spaces would be provided, 17 of which would be located on the south side of the <br /> restaurant and four (parallel orientation) on the north side of the restaurant. <br /> All parking spaces would be accessible from standard, double- or single-loaded approximately <br /> 25-foot-wide drive aisles. A new trash enclosure would be located at the northeast corner of <br /> the building, approximately 75 feet from Rosewood Drive. Access to "Pad B" would be via any <br /> of the four existing shopping center driveways described above; however, it is anticipated most <br /> vehicles would use the driveway immediately adjacent to the south side of "Pad B." Landscape <br /> areas would be provided along the perimeters, in the front and rear of the restaurant and within <br /> the proposed parking areas of "Pad B." Figures 2 and 3 show the proposed site plan within the <br /> context of the Rose Pavilion Shopping Center Phase III and the enlarged site plan. <br /> PUD-89-06-08M, 4210 Rosewood Drive Planning Commission <br /> 4 of 15 <br />sideration at this time, staff has outlined the details of the site plan <br /> and building design included by the applicant as part of their request, and provides initial <br /> analysis of the project in the analysis section following.
