BACKGROUND <br /> On July 18, 2017, City Council approved a professional services agreement with JKA in <br /> the amount of $468,000 to design and provide construction support services for the Fire <br /> Station No. 3 Replacement Project, CIP No. 17423. The agreement did not include the <br /> design and creation of biddable documents for temporary fire station facilities as it was <br /> unknown at the time where they would located. <br /> As the design of Fire Station No. 3 progressed, staff searched for a site to temporarily <br /> locate fire station personnel and equipment during construction. Staff determined the <br /> best location to be the vacant lot adjacent to the parking lot of Stanford Health Care — <br /> ValleyCare hospital at the intersection of Santa Rita Road and West Los Positas Road. <br /> However, late in the process, PGE informed the City that supplying power to the site <br /> would cost upwards of $300,000. While not ideal, because the Fire Station No. 3 <br /> Replacement project was ready to bid when the power for the temporary facility became <br /> an issue, the plans for the temporary station were amended whereby power would be <br /> provided with an on-site generator. The temporary fire station could operate on the <br /> generated power, but fueling and generator service over the course of the year was <br /> expected to be challenge. Ultimately, the bids for the Fire Station No. 3 Replacement <br /> project came in much higher than anticipated, causing the project to be deferred until <br /> additional funding could be identified to allow the construction to move forward. <br /> Staff has utilized this deferral period to search for an alternative location to house a <br /> temporary fire station during the construction of the permanent facility. Working with <br /> Livermore-Pleasanton Fire Department, the preferred site is now the vacant property at <br /> the corner of Stoneridge Drive and Rheem Drive, owned by the Catholic Community of <br /> Pleasanton (Roman Catholic Bishop of Oakland, Inc.). Staff has been in discussion with <br /> representatives of the Catholic Community of Pleasanton who are agreeable to the <br /> property being used to support a temporary fire station - although they cannot give final <br /> approval until they understand fully how the temporary facility will impact the property. In <br /> order to serve as a temporary fire station, the site must be graded, and an entry <br /> driveway must be installed. This could result in the loss of some street trees, etc. <br /> However, PGE has indicated power is readily available to serve the site. Sewer and <br /> water to serve the temporary station is available in Stoneridge Drive. <br /> DISCUSSION <br /> Stanford Health Care/ValleyCare Hospital Site <br /> JKA was involved in preparing the drawings and specifications to include the temporary <br /> facilities as part of the Fire Station No. 3 bid packet last year. Most of the work involving <br /> the temporary facility site was performed by JKA personnel, and they absorbed the <br /> preparation work into their existing agreement with the City without requesting additional <br /> compensation. However, as the City and JKA worked to satisfy the requirements of the <br /> hospital to utilize the site, as well as design the needed sewer and water connections, <br /> additional survey work was required. JKA's land surveying subconsultant was asked to <br /> perform the necessary topographical survey and utility record research. The <br /> subconsultant was paid $3,500 by JKA to perform this work. While JKA did not request <br /> additional compensation for the extra work performed to prepare the plans and <br /> specifications for the temporary facility site, they asked to be reimbursed their direct <br /> expense of having the required site survey performed.
