BACKGROUND <br /> The City entered an agreement with Tyler Technologies, Inc. (formerly New World) in <br /> 2006 for Computer Aided Dispatch (CAD) and Records Management System (RMS) <br /> software. The City has continued this relationship with Tyler Technologies which has <br /> expanded their system to include additional modules to enhance record keeping and <br /> information management in the Police Department. <br /> DISCUSSION <br /> Police Department staff have evaluated electronic documentation systems to support <br /> officers' issuance of citations in the field to facilitate the required AB 953 Racial and <br /> Identity Profiling Act (RIPA) of 2015 data collection. AB 953 requires all city and county <br /> local law enforcement agencies in California, as well as the California Highway Patrol <br /> and peace officers of California State and university educational institutions, to collect <br /> perceived demographic and other detailed data regarding pedestrian and traffic <br /> stops. The data to be collected includes, among other things, the perceived race or <br /> ethnicity, gender, and approximate age of the person stopped, as well as other data <br /> such as the reason for the stop, whether a search was conducted, and the results of <br /> any such search. Law enforcement agencies subject to this reporting requirement must <br /> report this datato the California Attorney General's Office every year, with specific <br /> reporting deadlines set forth in the statute. <br /> Alternative electronic ticket writing systems were evaluated and presented higher cost <br /> without the integration into the existing information management system. The Brazos <br /> Components of Tyler Technologies present the best system for electronic ticket writing <br /> that integrates with existing software. <br /> Recommended Expenditures: <br /> The Police Department recommends expenditures be allocated to purchase the Brazos <br /> Components from Tyler Technologies Inc.
