The annual safe yield is comprised of the groundwater entitlements of all
users. San Francisco's share of the basin's safe yield has not been adjudicated. The golf
course's estimate of 395 acre feet of water use per year may not cause exceedance of the
annual safe yield. Zone 7 can regulate groundwater extraction to avoid exceedance of the
safe yield as it is the master groundwater pumper and regulator of all major extractors.

b. Master PUD Condition 72 requires San Francisco to pay Zone 7 fees to
compensate for overwithdrawal of groundwater in excess of San Francisco's share of the
groundwater basin.

c. The findings under Impact Clare incorporated by reference.

d. Mitigation Measure C4b is incorporated in Master PUD Condition 71 b
requiring a golf course water conservation program as part of the golf course PUD, which
must describe methods and equipment to reduce golf course water demand.

5. ImDact C5. Possible groundwater degradation through disturbance of existing
wells or percolation.

Mitil!ation Measures:
Measure C5a. Identify and remedy conditions at abandoned wells, if necessary.

Measure C5b.
