<br />e. The Project's proposed use of groundwater for irrigation of the golf course <br />and landscaped areas would further reduce demand on potable water supplies from <br />Zone 7. Both the September 1998 Specific Plan (Water Use Policy 4) and the Master <br />PUD (Conditions 37 and 73) require the golf course to be irrigated primarily with <br />groundwater. Additionally, the Master PUD conditions require a fee for any <br />overwithdrawal of groundwater in excess of the property owner's right, thus limiting the <br />impact to existing Zone 7 groundwater resources in the area. <br /> <br />f. Recycled water use as proposed in Mitigations Cle and CIg is not feasible <br />because tertiary treated recycled water does not meet the Basin Plan requirements. If a <br />recycled water project is the proposed at some future date, it would be the responsibility <br />of the DSRSD and cannot be used for irrigation at this site. Nonetheless, the project is <br />required to be designed to accept recycled water if such water is cost effective and meets <br />regulatory agency requirements. These mitigation measures are unnecessary because the <br />other mitigation measures reduce the impact to a less than significant level. <br /> <br />2. Imoact C2. Cumulative increase in demand for water distribution capacity. <br /> <br />Mitigation Measures: <br />Measure C2a. Require payment of regional and City connection fees. <br /> <br />Measure C2b. Require water conservation measures. <br /> <br />Measure C2c. Require construction of improvements to the P1easanton water system to <br />meet City standards. <br /> <br />Finding: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Suooort ofFindinl/;: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The payment of standard connection fees as required by the Master PUD <br />(Condition 72) will assure that the City has the ability to complete the water distribution <br />system to provide an appropriate citywide standard of service. <br /> <br />b. The findings under Impact C1,which cover the Projects water conservation <br />measures, are incorporated by reference. <br /> <br />c. The requirements of Mitigation Measure C2c are included in the Master <br />PUD Condition 68.
