Land Use Element, Golf Course Policy 2, Guideline 2.5 and Conservation <br />and Environmental Mitigation Element, Flood Control Policy I, which require the bypass <br />swale if agreed to by Zone 7. <br /> <br />d. Mitigation Measure B4b is incorporated in Master PUD Condition 78 and <br />the September 1998 Specific Plan, Conservation and Environmental Mitigation Element, <br />Flood Control Policy I, which require a setback to allow Zone 7 to implement regional <br />flood control improvements within the Arroyo. <br /> <br />4. Imnact B5. Potential for degradation of surface water quality. <br /> <br />Mitil!ation Measures: <br />Measure B5a. Develop a stormwater quality management program. <br /> <br />Measure B5b. Prepare a water quality management plan for the golf course, driving range <br />and parks. <br /> <br />Findings: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Sunnort of Findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. INFRASTRUCTURE SYSTEMS: WATER <br /> <br />1. lmnact Cl. Cumulative increase in demand for potable water. <br /> <br />Mitil!ation Measures: <br />Measure CIa.
