The September 1998 Specific Plan Preservation and Environmental <br />Mitigation Element, Visual Resoun:es Objective calls for retention of the site's key visual <br />resoun:es and providing for views of and across the site from Bernal Avenue and 1-680. <br />Visual Resources Policy 2, Guideline 2.2 calls for the V alley Avenue crossing of the <br />UPRR railroad to be an undercrossing to avoid impairing views from 1-680 and to avoid <br />construction of a dominating bridge structure in a residential environment. <br /> <br />c. PUD Exhibit 10 shows the required underpass configuration. <br /> <br />2. Imoact N3. Development structures and fencing would reduce visibility into and <br />beyond the site and diminish the availability of distant views from Bernal Avenue. <br />(Cooperative Plan, Preferred Plan, and Alternative 2) <br /> <br />MitilZation Measures: <br />Measure N3a. Configure land use on the site so as to provide substantial open space <br />frontage along Bernal Avenue. <br /> <br />Measure N3b. Site buildings along the Bernal Avenue right-of-way in a manner that <br />allows views into and beyond the site. <br /> <br />Measure N3c. Where security fencing is needed along Bernal Avenue (primarily along the <br />golf course, to control access, and along active recreational areas, for public safety), <br />utilize a type of fencing that allows for views into and through the site. <br /> <br />FindinlZ: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Suooort of FindinlZ: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. Mitigation Measures N3a and N3b have been incorporated into the Project <br />through site planning and project design. Along Bemal A venue, the September 1998 <br />Specific Plan devotes the majority of the frontage to open space uses. Golf holes parallel <br />much of the street so that the central residential area of the Central Parcel is set back well <br />into the interior of the site. Golf course frontage along Bernal will be deep, from north to <br />south, which provides the feeling of substantial open space. Under the September 1998 <br />Specific Plan, an arm of the golf course also divides this residential area into two parts. <br />These arrangements, in conjunction with the civic use on Parcel 12, both emphasize open <br />space use along Bernal and enhance views toward the south. <br /> <br />b. Both the September 1998 Specific Plan and Master PUD contain policies <br />and conditions which govern the project's land use configuration so as to maximize open <br />space frontage along Bernal Avenue while also providing views both into and out of the <br />site.
