<br />2. ~. Potential for future development of the Project area to disturb <br />identified sites or resources. <br /> <br />Mitil!ation Measure: <br />Measure M2. Assure the protection of important cultural resources during site planning <br />and development. <br /> <br />Findilll/: Changes or alterations have been required in, or incorporated into. the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in SUDDort of Findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. Grading and construction-related activities could have a potentially adverse <br />effect on the two known prehistoric sites. One of the two sites (located on Parcel 25) is <br />designated open space which, the FEIR points out, is compatible with preservation of <br />cultural resources. For this site, "capping" is an effective mitigation strategy because the <br />site will remain undisturbed. <br /> <br />b. The Conservation and Mitigation Element of the September 1998 Specific <br />Plan includes Cultural Resources policies that require known cultural resources to be <br />protected by avoidance or "capping"; preparation of a Resources Recovery Plan for sites <br />that will be disturbed; an intensive cultural resource survey to identify the extent and depth <br />of known cultural resource sites; avoidance of resources near the Bernal bridge by <br />designating the site as a neighborhood park; and "capping" the resources in the southeast <br />quadrant of the 1-680/Bernal interchange. <br /> <br />c. Master PUD Condition 54 recommends that known resources on the site <br />be preserved through open space designation, avoidance or capping, consistent with <br />Mitigation Measure M2. Avoidance ensures no soils are disturbed during site preparation. <br />Capping protects the underlying resources by covering them with additional soils or <br />paving and will be monitored by a qualified archaeologist. <br /> <br />d. Master PUD Condition 55 requires, where surface indicators or previous <br />investigations suggest cultural resources may be present, a qualified archaeologist to be <br />on-site during grading and site preparation activities. If cultural resources are uncovered, <br />land disturbing activities will be discontinued within a 35-foot radius until the discovery <br />can be evaluated by the monitoring archaeologist and appropriate mitigation can be <br />determined. <br /> <br />SF:FMP\AGR\WEX\61131664.2 <br />062499 <br /> <br />A-41 <br /> <br />WEX-6601J <br />
