<br />Findinsz: Changes or alterations have been required in, or incorporated into. the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in SUDDort of Findinsz: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The Master PUD Condition 92 requires that a comprehensive community <br />lighting plan be prepared for the Project, including the Village Center, the golf course <br />driving range, and the community and neighborhood parks. Under this plan, project <br />lighting, other than street lighting, shall be designed to avoid excessive light or glare <br />during the night. The approval process for the Golf Course PUD and for the site-specific <br />design of the Community Park will include detailed consideration of siting and screening <br />of these uses to assure that impacts of night lighting at nearby residential areas will be <br />within an acceptable range. <br /> <br />b. Site design features of the September 1998 Specific Plan minimize the <br />potential for glare to irritate residents adjacent to the golf course by rotating the driving <br />range 90 degrees (axis perpendicular to 1-680) and relocating it to Parcel 14, where <br />Pleasanton Avenue on the northwest and the UPRR railroad tracks on the east will serve <br />as buffers between the facility and residential uses on Parcels 10 and 17. 1-680 on the <br />southwest will insulate the driving range from residential uses across the freeway; the <br />elevation of the freeway will avoid adverse lighting impacts on the freeway. <br /> <br />M. BIOLOGY <br /> <br />1. Imoact 01. Potential for adverse effects on the riparian habitat of the Arroyo de la <br />Laguna. <br /> <br />Miti~ation Measures: <br />Measure 01 a. Require that the specific plan provide setbacks of at least 100 feet from the <br />existing centerline of the Arroyo de la Laguna or at least 10 feet from the outermost drip <br />line of existing trees along the main channel of the Arroyo, whichever is greater. <br /> <br />Measure 01b.
