<br />Findinl!: Changes or alterations have been required in, or incoIpOrated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in SunDOrt ofFindinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. Both the Master PUD Condition 97 and the September 1998 Specific Plan <br />Conservation and Environmental Mitigation Element, Noise Attenuation Policy 2.3 ensure <br />that the [mal design of the park will locate the noise-sensitive uses away from Bernal <br />A venue. This will protect the recreational users from higher noise levels. <br /> <br />3. Imnact L3c. Portions of the proposed neighborhood park on the West Parcel <br />adjacent to Bemal A venue would be exposed to noise levels in excess of 65 dB Ldn. <br /> <br />Mitil!ation Measure: <br />Measure L3c. Design the neighborhood park on the West Parcel so that uses that benefit <br />most from noise levels in the "normally acceptable" range are located in the portions of the <br />park where noise exposure is lower than 65 dB. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in SUDnort ofFindinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a.
