<br />a. Under Master PUD Exhibit 5 shows the appropriate street sections for the <br />Project site. The area that could be subject to this impact will be designed to <br />accommodate the anticipated traffic volwnes. <br /> <br />13. Impact 16. Major fairgrounds events that draw a large attendance may cause <br />shortages of on-street parking within the project site, resulting in a significant parking <br />impact. <br /> <br />Mitil!ation Measure: <br />Measure 16. Implement parking restrictions in areas of the project that may be affected by <br />fairgrounds parking overflow. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Support of Findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The Project uses will be required to provide sufficient parking (Master <br />PUD Condition 65). The potential impact from fairground users would be temporary and <br />limited to major fairgrounds events. Master PUD Condition 65 (d) requires that in order <br />to discourage fairgrounds parking in the Project site, parking in areas that would be likely <br />to serve as overflow parking for the fairgrounds should be designed to minimize the <br />opportunity for such use and be signed to prohibit fairgrounds parking. City enforcement <br />procedures will be available for these signed areas. <br /> <br />14. Impact 17a. Traffic associated with site development may cause increased <br />vehicular conflicts with bicycle and pedestrian traffic on existing and planned bike lanes in <br />the vicinity of the project site. <br /> <br />Mitil!ation Measures: <br />Measure 17a(I). Maintain a Class I bike lane on Bernal Avenue along the project site <br />frontage. <br /> <br />Measure 17a(2).
