Master PUD Condition 9O(b) allows removing a limited number of trees in <br />the median to ensure that sight distances will be safely maintained, but requires retention <br />of as many median trees as feasible. <br /> <br />9. Imoact J5c. Vehicle circulation may be compromised around the Village Green <br />Loop. (Preferred Plan) <br /> <br />Mitil!ation Measure: <br />Measure J5c. Construct the "Revised Preferred Plan," which improves circulation around <br />the Village Green Loop, adds a signalized intersection access to Bema! A venue, and adds <br />an internal connector road between the Pleasanton A venue Extension and the Mid Access <br />Road. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in SUDDort of Findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The September 1998 Specific Plan circulation plan mitigates this impact by <br />incorporating the recommendations of Mitigation Measure J5c. The revised circulation <br />plan increases circulation options and reduces the potential for congestion (i) by providing <br />a circulation link along the eastern edge of the Village Residential area that connects <br />Valley Avenue in the interior of the Central Parcel to Bernal Avenue east of Valley <br />Avenue, (ii) by extending Golf Course Drive eastward through the Central Parcel to <br />connect with P1easanton Avenue at the community park; (iii) by providing signalized <br />access the Central Parcel at Village Avenue and Bernal Avenue; and (iv) by including <br />right-inlright-out access to the Village Center from Bernal A venue between 1-680 and <br />Valley Avenue (Master PUD Condition 56 (g)). <br /> <br />10. Imoact J5d. A circulation pattern providing only one westbound egress from the <br />commercial area of the site (at the Valley Avenue/Bernal Avenue intersection) may inhibit <br />traffic egress from the project site if that location is obstructed as a result of congestion or <br />traffic incidents.
