<br />s. lmDact J412. Traffic levels would exceed residential street capacity on <br />neighborhood streets in the Central Parcel. <br /> <br />Mitil!ation Measure: <br />Measure J4b. Design residential development on the Central Parcel so that it does not <br />have direct driveway access onto streets that have traffic volume greater than 3,000 <br />vehicles per day or implement Measure J5c. <br /> <br />Findimz: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />final EIR to a less than significant level. <br /> <br />Facts in Support of Findim!s: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. Under the September 1998 Specific Plan, the Central Parcel circulation <br />design includes the elements called for in Mitigation Measure J5c. These elements will <br />reduce daily traffic levels by improving circulation around the Village Green Loop, adding <br />a signalized intersection access to Bernal Avenue, and adding an internal connector road <br />all of which will reduce traffic levels on the internal roads. <br /> <br />b. Subsequent Residential Development Permit reviews allow the City to <br />compare actual housing densities and street patterns on projecting local street traffic, to <br />review the effect of traffic calming measures as required by Condition 56 on the <br />availability of connector streets, and to match housing product types and development <br />patterns to protected traffic volumes. <br /> <br />6. Impact J4c. Traffic levels would exceed residential street capacity on <br />neighborhood streets in the East Parcel. <br /> <br />Mitil!ation Measure: <br />Measure J4c. Design residential development on the East Parcel so that it does not front <br />directly on to Junipero Street between the Union Pacific railroad tracks and Case Avenue. <br /> <br />findinl!: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Support of findings: The impact will be avoided or reduced based on the <br />following: <br /> <br />a.
