Master PUD Condition 58 requires the project will provide for widening <br />the right turn lanes from Derilid ~ue to the northbound on-ramp in the mid- to <br />long-term, when determined necessary by the City. With this improvement, even with the <br />Project and cumulative development, the intersection will operate at LOS C in the A.M. <br />peak and LOS D in the P.M. peak under the "without West Los Positas Interchange" <br />scenario and at LOS C during both peak periods under the "with West Los Positas <br />Interchange" scenario. <br /> <br />2. Imoact Jib. Project traffic would contribute to traffic volumes on Bernal Avenue <br />through the Pleasanton Avenue intersection, potentially inhibiting access from Pleasanton <br />A venue to Bemal Avenue. <br /> <br />Mitil!ation Measure: <br />Measure Jib. Following construction of the traffic signal at Bernal Avenue/Pleasanton <br />Avenue South, monitor the intersection of Bernal Avenue at P1easanton Avenue North to <br />determine if and when it meets traffic signal warrants. If an additional signal is determined <br />to be needed at Bernal/Pleasanton Avenue North, this additional signal should be <br />constructed by the City of Pleasanton. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in Suooort of Findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. Master PUD Condition 57 will ensure that the Project contributes its <br />appropriate fair share towards mitigating cumulative impacts. The Project is responsible <br />for constructing the signal at P1easanton A venue South. If later studies conducted as part <br />of the City's annual traffic monitoring show that Pleasanton Avenue North requires <br />signalization to meet City standards, this mitigation will be funded by the City's Traffic <br />Development Fee to which the Project will contribute as specified in the Master PUD <br />Conditions. <br /> <br />3. Impact J2. Project traffic would contribute to traffic volumes at the 1-680 <br />northbound on-ramp and southbound off-ramp, contributing to unacceptable ramp service <br />levels during the AM and PM peak hours. <br /> <br />Mitil!ation Measures: <br />Measure J2a.
