<br />Facts in SUDDOrt ofFindini: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The Land Use Element of the September 1998 Specific Plan contains a <br />"Parks Objective," which guides the provision of "park facilities that meet the <br />neighborhood and community park needs of future residents of the Planning Area and <br />assist in meeting citywide park facility needs." Policy 1.1 provides that the "final site <br />location for neighborhood parks shall take into consideration City standards for <br />neighborhood parks to be located within one-half mile of residential areas." As depicted in <br />the Land Use Diagram, all housing units will be within V, mile of a neighborhood park or <br />community park with neighborhood park components. <br /> <br />b. The neighborhood park on the East Parcel will be located on Parcel 19 <br />within the knoll open space. As called for in the Guidelines of the September 1998 <br />Specific Plan, the park will be sited and configured to take advantage of the flatter area <br />north of the knoll. A portion of the park will be sited along the northeast boundary of <br />Parcel 19 and a portion along the northwest boundary. By locating the parks within the <br />knoll public open space, it is possible to integrate active and passive uses to enhance the <br />open space value of both uses. <br /> <br />c. Two neighborhood parks serve the West Parcel, Parcels 25 and 26. <br />Parcel 25 will consist of approximately 2.5 acres located along the Arroyo at the northerly <br />entrance to the West Parcel, and Parcel 26 will also consist of approximately 2.5 acres <br />located at the north end of the southern loop of Fairway Estates Drive. Situating these <br />parks on the two parcels is advantageous for several reasons. First, they enhance the <br />visual focal point at the entrance to the West Parcel and provide the area with a <br />community use; second, the parks establish a focal point at the center of the site; and third, <br />the southern park's location will improve overall accessibility. <br /> <br />d. The size and location of the neighborhood parks on the West Parcel <br />(2V, acres each) are adequate to accommodate at least one "large footprint" use and <br />several "smaller footprint" uses as described in the Municipal Facilities Master Plan. The <br />types and mixes of potential uses for these parks allow them to meet the usability <br />objectives of the General Plan. <br /> <br />e. The park location, sizes, and cofigurations were found satisfactory by the <br />Parks and Recreation Commission. <br /> <br />3. ImDact H3.
