<br />Measure G2b. Require that all of the roads into and within the project be available for <br />public access; that is, no gates should be installed to restrict traffic flows. <br /> <br />Measure G2c. Locate the fire station site on a street that has a direct connection to both <br />Sunol Boulevard and the southeastern portion of the City and Valley Avenue north of the <br />site. <br /> <br />Findilll!: Changes or alterations have been required in, or incorporated into, the Project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final ErR to a less than significant level. <br /> <br />Facts in SUDoort of Findinl!:: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. By General Plan policy, the City has determined that unsprink1ered <br />buildings meet the City's acceptable risk and service provision policies if they are within a <br />five-minute response time. Measure G2a, equipping all habitable structures larger than <br />500 square feet with automatic sprinklers, is therefore rejected. All buildings over 8,000 <br />square feet, including multi-family and commercial structures, will be equipped with <br />automatic sprinkler systems. All buildings determined to be outside the five-minute <br />response zone for the new fire station also will require sprinklers or alternative means <br />satisfactory to the Fire Chief (Master PUD Condition 88). The findings under Impact G 1 <br />are incorporated by reference. <br /> <br />b. Fire Policy 2 of the September 1998 Specific Plan states street <br />improvements are to be installed to allow satisfactory response from existing fire service <br />locations, and from the new station when it becomes operational. All roads into and <br />within the Planning Area are to be available for public access. Traffic calming features are <br />to be designed to allow emergency vehicle access. The Planning Area will not have gated <br />roadways that restrict public access or hinder fire protection response capabilities. <br /> <br />c. Master PUD Condition 88h, requires that all public and private streets, <br />driveways, aisles and alleys designated as fire lanes must be maintained in accordance with <br />the Uniform Fire Code, and all roads on the site must be accessible at all times from the <br />start of construction until the Project is completed. <br /> <br />d. Fire Protection Policy 1 of the Public Facilities and Services Element of the <br />September 1998 Specific Plan provides up to a one-acre site for a fire and emergency <br />services station. As specified in the September 1998 Specific Plan, the Village Center site <br />has been selected and provides convenient access to Valley A venue north of Bernal <br />Avenue, and to southeast Pleasanton. The policy further requires irrevocable dedication <br />of the site to the City following approval of the Village Center site-specific PUD <br />development plan.
