<br />(3) Commit to offset school start times of the middle and <br />elementary schools by 15 to 30 minutes. <br /> <br />Measure E4b. Project sponsor shall provide convenient and safe routes for school <br />children throughout the project area to both the elementary school site and the PUSD <br />Middle School as the project develops. <br /> <br />Findinl1:s: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />final EIR to a less than significant level. The lead agency lacks jurisdiction to make the <br />changes, but the PUSD has this authority. <br /> <br />facts in Suooort of findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The PUSD has purchased the schoolsite and has designed the circulation <br />plan to avoid queuing on Case Avenue, to prohibit parking along Case Avenue adjacent to <br />the school and has agreed to stagger school start times. <br /> <br />b. Both Master PUD Condition 85 and School Policy 5 of the September <br />1998 Specific Plan require the provision of safe routes for school children throughout the <br />Project to both the elementary school site and the PUSD Middle School. The <br />street/path/trail plan shows separated sidewalks, Class I bikeways, on-street bike lanes, <br />and trails which provide access to both school sites. Master PUD Condition _ requires <br />for each phase of the Project sufficient infrastructure to meet this requirement. <br /> <br />F. PUBLIC SERVICES: FIRE PROTECTION <br /> <br />1. Imoact G 1. Potential development beyond five-minute fire department response <br />time area from existing fire stations. <br /> <br />Mitil1:ation Measures: <br />Measure G I a. The City will monitor the pace of development on the Specific Plan site <br />and either construct the fire station in a timely manner with respect to the project <br />construction or implement interim provisions to meet fire safety needs consistent with City <br />policy. <br /> <br />Measure G I b.
