<br />2. ImDact E2. Introduction of a critical mass of school-aged population into a <br />neighborhood with no existing elementary school. <br /> <br />Mitigation Measures: <br />Measure E2a. Prior to adoption of the development agreement for the area, reserve a <br />five-to-ten acre site for an elementary school. <br /> <br />Measure E2b. The Property Owner shall make the elementary school site available for <br />purchase by the Pleasanton Unified School District (PUSD) when the District determines <br />the school site is needed. If the PUSD should have insufficient funds to purchase the site <br />at the time it determines the school is needed, then the Property Owner and the PUSD <br />shall negotiate the manner and terms for early conveyance of this property. which would <br />allow PUSD to acquire the property. <br /> <br />Measure E2c. Project sponsor shall seek agreement with PUSD, and City shall urge <br />PUSD, to build a new elementary school that provides, at a minimum, the core facilities <br />and classrooms required to serve a student population of 300 so that the school is <br />operational when the number of elementary school students living in the project area <br />reaches 300, using the site dedicated by the project and the impact fees paid as <br />development occurs. <br /> <br />Measure E2d. Build infrastructure to serve the school site in a timely manner. <br /> <br />Findinl!: Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect identified in the <br />Final EIR to a less than significant level. <br /> <br />Facts in SUDDort of Findinl!: The impact will be avoided or reduced based on the <br />following: <br /> <br />a. The September 1998 Specific Plan designates a total of 11.2 acres for the <br />school site. The Property Owner has conveyed the school site to the School District. <br /> <br />b. Specific Plan Guideline 2.2 encourages the School District to provide, at a <br />minimum, the school facilities required to serve 300 elementary school students so that the <br />school is operational when the student population within the Planning Area reaches <br />300 elementary school-aged students. The 600-650 school capacity is under design and <br />will be completed by Fall, 2000, before any project-generated students will need to be <br />served. <br /> <br />c. The Public Facilities and Services Element of the September 1998 Specific <br />Plan, Infrastructure Services Policy I, ensures that on-site improvements will be <br />constructed as necessary to allow each phase to function safely and in accordance with <br />Specific Plan policies.
