The architectural design guidelines require a minimum of 14 new 24-inch box size trees on the <br /> subject lot. The proposed landscape plan includes a total of 24 new trees throughout the site, <br /> of which 19 are 24-inch box size. No existing trees are proposed for removal or will be affected <br /> by the project. <br /> Staff believes the proposed landscape plan will provide adequate landscaping for the site, as <br /> required by the architectural design guidelines. The combination of plant materials and <br /> hardscape will add interest to the site and will also soften the appearance of the home from the <br /> surrounding parcels. <br /> Lighting <br /> The architectural design guidelines specify all exterior lighting be designed, installed and <br /> controlled to minimize lighting on the hillsides and prevent lights from pointing directly at up-hill <br /> or adjacent properties. Building up-lighting and/or wash lighting on the building is prohibited, <br /> other than low-level lighting for pathways and entryways. In addition, wall-mounted lighting on <br /> the proposed residence should be complementary to the architectural style and consistent with <br /> the architectural design guidelines. <br /> The project plans show low-level lighting for pathways and entryways. Additionally, the project <br /> plans show landscaping up-lighting which is prohibited. Staff is recommending a condition of <br /> approval requiring the applicant to revise the lighting plan to remove all landscaping <br /> up-lighting. The recommended condition of approval requires the applicant to submit details for <br /> all building-mounted lighting which is required to complement the intended architectural style of <br /> the proposed residence and be consistent with the architectural design guidelines. <br /> DESIGN REVIEW CRITERIA <br /> The Pleasanton Municipal Code Section 18.20 sets forth the criteria to be addressed in <br /> reviewing a Design Review application. These criteria are set forth in the draft Resolution <br /> included as Exhibit A, and includes preservation of natural beauty, relationship of the <br /> residence with the streetscape and surroundings, compatibility of architecture, among other <br /> criteria. Based on the project's conformance with the subdivision's architectural guidelines as <br /> outlined above, staff also finds the proposed home would be consistent with each of the <br /> applicable design review criteria. <br /> ALTERNATIVES <br /> The subject parcel is a legally created lot zoned for residential uses. The proposed residence <br /> complies with the regulations and guidelines of the Estates on Oak Ridge subdivision. While <br /> the proposed project complies with the applicable regulations and guidelines for this site, an <br /> alternative option could be to approve the project with a modified house design, height, size, <br /> etc. if the Planning Commission does not believe the proposed house design, height, size, etc. <br /> are appropriate for this site. The proposed project represents a reasonable development <br /> scenario for the site and as such, staff does not recommend the alternative. <br /> PUBLIC NOTICE AND COMMENTS <br /> Notices of this application were sent to surrounding property owners and tenants within a <br /> 1,000-foot radius of the site. Staff has provided the location and noticing map as Exhibit C for <br /> reference.
