In response to Councilmember Brown's inquiry, City Manager Fialho advised that even though <br /> Pleasanton is within the sphere of influence, it does not influence County decisions, and that the <br /> City would require repayment for any services it provides to County areas. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho advised that through the end <br /> of the housing cycle, the City has a certified Housing Element in place. Assistant City Manager <br /> Dolan advised the property does not have a transit stop and that City may not have enough units <br /> to meet the single-family unit requirements. <br /> In response to Councilmember Testa, Assistant Director Clark advised that Ponderosa Homes will <br /> be an interested party in the project, will fund the cost of consultant services and provide <br /> additional funding for contract staff. Councilmember Testa expressed concerned that public <br /> perception is that it is only a housing development. She would like to see all options for the area <br /> explored. She noted a resident suggested that the City ask for a FPPC advice letter to see if there <br /> is a conflict of interest in this project. Staff noted that previous specific plans have included the <br /> use of a developer to fund consultants and has been a proven past practice. <br /> Councilmember Testa expressed concern that the Planning Commission may not have the <br /> bandwidth to undertake the project. City Manager Fialho advised that the plan timeline may take <br /> longer to accommodate schedules. <br /> In response to Councilmember Testa, City Manager Fialho advised in the event the PGS facility is <br /> relocated the goal will be to keep rates the same. She expressed her concern about allowing <br /> residents to vote on the EPSP. City Manager Fialho advised that it could be written in as a policy <br /> to the EPSP that a public vote occur, Council would need to provide that direction to staff. <br /> Mayor Thorne opened the item for public comment. <br /> Jeff Schrader, Ponderosa Homes, encouraged City Council to move forward with the EPSP and <br /> noted it has been a policy in the General Plan since 1996. Ponderosa Homes has worked with the <br /> major property owners to halt their plans for industrial uses and have been aligned to complete <br /> the development. He cited the current housing crisis supports the development of the EPSP. The <br /> proposal is to develop a better plan that will include affordable housing for seniors, veterans, <br /> military personnel, families, and families with special needs adult children. He also noted the plan <br /> will include a school, road and trail improvements and will be designed and developed to reflect <br /> the characteristics and values of Pleasanton. <br /> Anne Roby, Board member Sunflower Hill and parent of an adult with Downs Syndrome, <br /> encouraged Council to move forward with the EPSP as it will allow for housing for adults with <br /> special needs, and to include Sunflower Hill as part of the affordable housing options for the <br /> EPSP. <br /> Janeen Rubino-Brumm, Vice-President Sunflower Hill and parent of an adult with developmental <br /> disabilities, encouraged Council to consider more housing for developmentally disabled adults in <br /> the EPSP. <br /> Debi Zentner, Vice-President Sunflower Hill, expressed support for more housing for <br /> developmentally disabled adults in the EPSP. <br /> Becky Dennis expressed concern about the EPSP, said it should be self-mitigating and would like <br /> to see site used for quantifiable, measurable carbon sequestration that could be sold for credits <br /> that flow to the developer along with credits to the developer for building affordable housing. <br /> City Council Minutes Page 5 of 7 November 19.2019 <br />
