In response to Councilmember Pentin's inquiry,
Assistant City Manager Dolan clarified the subcommittee is intended to be members of the
Planning Commission who will attend public meetings so there is no disconnect.
In response to Councilmember Pentin's inquiry, Assistant Director Clark advised it would be in the
City's best interest to have an adopted Housing Element before the EPSP, but units do not count
towards RHNA. Assistant City Manager Dolan advised zoning needs to be completed for the
Housing Element, but it needs an approved EPSP.
In response to Councilmember Brown's inquiry, Assistant Director Clark advised environment
impact includes air quality, noise and traffic and the plan is to make sure levels of service remain
the same and are not degraded.
In response to Councilmember Brown's inquiry, Assistant Director Clark advised RHNA numbers
for 2023 will not be available until 2021 however, the number will be larger than in previous years.
Assistant City Manager Dolan advised there will not be enough zoned sites to accommodate the
City's RHNA obligation. He projected the number could double but concedes it's an educated
guess.
In response to Councilmember Brown's inquiry, City Manager Nelson Fialho advised the issue is
that the state turns a blind eye to the current conditions that the City might be experiencing when
issuing the housing mandates. He advised the City can address water quality in the EPSP, that
the state will be looking to the City to fix the water quality issues and that they may be some
funding opportunities.
In response to Councilmember Narum, Assistant Director Clark advised the General Plan
contains a policy to develop the EPSP. Assistant City Manager Dolan said it is like the General
Plan and what was done for the original EPSP.
In response to Councilmember Narum's inquiry, Assistant Director Clark advised the zoning in the
allows developers to make an application for development and that the Planning Commission will
employ various community outreach methods. Assistant City Manager Dolan advsied they are
always open to suggestions for community outreach.
In response to Councilmember Narum, Assistant City Manager Dolan advised 2023 RHNA
numbers are a moving target; said the City is not looking to solve its RHNA numbers through the
EPSP and that several options will be considered.
In response to Councilmember Testa, Assistant City Manager Dolan displayed the aerial map of
the EPSP and noted the areas the City versus the County. City Manager Fialho clarified that
Steelwave had a proposal before the City for a 200-unit subdivision that was slated to be built on
the County portion of the EPSP.
