Laura Danielson expressed concerned regarding the EPSP and its traffic impacts. <br /> Jamie Yee expressed concern regarding the infrastructure required for the development of the <br /> EPSP and encouraged City Council to explore funding options and allow a wide application <br /> process for the community and non-profit affordable housing developers to be involved. <br /> Tom Daggett expressed his support for the item and encouraged City Council to move forward <br /> with the EPSP. <br /> Doug Miller thanked Council for their support of veterans and expressed his support to moved <br /> forward with the EPSP. <br /> Mayor Thorne closed public comment. <br /> In response to Mayor Thorne's request, Assistant Director Clark restated staff is looking for input <br /> and comments from City Council the expectation that it will be brought back at the December 3, <br /> 2019 meeting. <br /> Councilmember Narum said she was a member of the original task force and noted that there was <br /> not a lot of opportunity to have dialogue. She expressed support for the Planning Commission <br /> leading the project. <br /> In response to Councilmember Testa's inquiry, Assistant City Manager Dolan advised the item <br /> has not been agendized for the Planning Commission. City Manager Fialho said that as a body, <br /> the Planning Commission knows this item is coming and that he will discuss the item with them. <br /> Councilmember Brown expressed concern about the water supply and said mitigating the water <br /> issue needs to be part of the EPSP. She also expressed over the size of the project and with <br /> delegating too much of the advisory capacity to the Planning Commission. She would like to be <br /> more involved as a member of the City Council as this project has major impacts on residents. <br /> Councilmember Pentin expressed support for the process proposed and felt the Planning <br /> Commission will look forward to being involved and that this a good move for Pleasanton. <br /> Mayor Thorne said he supports the process and feels the issues expressed will need to be <br /> addressed in the EPSP. He would also like the Council to be heavily involved. He noted action on <br /> this item will take place at the next meeting on December 3. <br /> MATTERS INITIATED BY COUNCIL <br /> Councilmember Brown would like to see the Via Espada traffic issue brought to City Council. City <br /> Manager Fialho directed City Traffic Engineer Tassano to hold an Engineering sponsored community <br /> meeting to solicit feedback from neighborhood residents. He advised the item will return to City Council <br /> as a public hearing item in the early part of 2020. Councilmember Pentin would like to see an overall <br /> traffic plan be presented as soon as possible. <br /> COUNCIL REPORTS <br /> Councilmember Pentin reported on behalf of Stop Waste that there is a 53% decrease in bottle <br /> redemption centers and there is a big issue with the bottle bill. He encouraged residents to contact their <br /> congressional representatives if they have any concerns. He noted that a service ware ordinance was <br /> discussed which would require reusable utensils in all restaurants that have indoor dining.
