PUBLIC HEARINGS AND OTHER MATTERS <br /> 12. Continued to December 17, 2019 — Public Hearing: Introduction of an ordinance to approve the <br /> application of Abbas Mash to demolish existing approximately 3,510-square-foot restaurant <br /> building; rezone the subject parcel from C-F (Freeway Commercial) District to PUD-C (Planned <br /> Unit Development — Commercial) District; and construct an approximately 10,980-square-foot, <br /> single-story, multi-tenant commercial building and related site improvements at 6455 Owens Drive <br /> 13. Review and provide direction on key planning considerations, project approach and scope of work <br /> for completion of East Pleasanton Specific Plan <br /> Assistant City Manager Brian Dolan introduced the item and clarified the specific plan will be <br /> prepared in collaboration with staff, the Planning Commission, City Council and the community <br /> and is in no way driven by Ponderosa Homes. <br /> Assistant Director of Community Development Ellen Clark advised the purpose of the item is to <br /> reintroduce the East Pleasanton Specific Plan (ESPS). She provided a brief background of the <br /> ESPS and prior efforts. <br /> Assistant Director Clark reported the ESPS is approximately 1100 acres, the majority being under <br /> public ownership and active quarry operations, leaving half of the area developable. She reported <br /> on prior planning efforts which was a 2012 Council Work Plan item and included appointment of a <br /> Task Force to review existing conditions, examine alternatives, develop a base plan and a draft <br /> Environmental Impact Report (EIR) which was released in April 2015. She noted, at that time, the <br /> public was concerned about drought, school capacity and the necessity for residential <br /> development in East Pleasanton to meet Regional Housing Needs Allocation (RHNA) numbers. <br /> She noted City Council paused the project in 2015. <br /> Assistant Director Clark reported there were several 2017-2018 project proposals that brought to <br /> light the need for coordinated planning in the area and noted that the Council identified the EPSP <br /> its 2019-20 Work. <br /> Assistant Director Clark presented the guiding principles for the project, which will be a city-led <br /> and directed process with the developer providing funding to offset staff and consultant costs. She <br /> advised the Planning Commission will act as the advisory body for this project and who will make <br /> recommendations to City Council. She noted that imput from stakeholders and the public will be <br /> an integral part of the process. <br /> Assistant Director Clark advised public input will come from regular meetings of the Planning <br /> Commission and City Council, public workshops and meetings. The project will have a dedicated <br /> webpage and outreach will occur through regular mailings. The project will also undergo a public <br /> a CEQA review. She noted the key work tasks and schedule which include project startup, review <br /> of conditions, opportunities and constraints, alternatives development and selection, a base plan, <br /> draft and final EPSP and EIR. Staff estimates the process will commence in early 2020 and take <br /> 18-24 months to complete. <br /> Assistant Director Clark advised key planning considerations include, planning area boundaries <br /> consistent with the prior plan, the El Charro extension, land use and open space. She reported <br /> that Pleasanton Garbage Service facility relocation, construction of a new school site, trails, <br /> allowable uses in the Airport Protection Area, utilities, phasing, and housing are key items. <br /> City Council Minutes Page 3 of 7 November 19, 2019 <br />
