CITY OF PLEASANTON CLIMATE ACTION PLAN UPDATE <br /> Task 13 — Public meetings <br /> Working together with the client team, Cascadia will support a minimum of 12 in-person public hearings with the <br /> Planning Commission, City Council, Energy and Environment Committee;this task may also include public-facing <br /> workshops or other meeting types,to be determined in collaboration with the City and as part of the community <br /> outreach plan.We will coordinate meeting logistics and prepare supporting materials, including agendas, briefing <br /> reports for staff and stakeholders, presentations,and draft resolutions. <br /> The community outreach plan will lay out a detailed timeline for each public meeting.We anticipate engaging these <br /> groups at key points in the process,such as at the target setting,action identification/prioritization, and draft plan <br /> review stages. <br /> Cascadia is accustomed to working with citizen committees.We have worked with citizen committees in nearly all the <br /> climate action planning processes we have led, including for the cities of Flagstaff(AZ), Columbia (MO),Ashland (OR), <br /> and Albany(CA).This experience gives us a solid grounding on how to set and facilitate effective agendas, clearly <br /> present digestible information, and foster productive and relevant discussion. For example,we often employ <br /> interactive activities for soliciting targeted feedback, such as iPad-based SWOT analyses, breakout group-based multi- <br /> criteria assessments, and dot-based prioritization exercises.We will work closely with the City to tailor our proposed <br /> engagement approaches to ensure attainment of target outcomes for each group. <br /> Deliverables: <br /> • In-person support at 12 meetings <br /> • Supporting materials for each meeting <br /> • Additional public meeting attendance and support, as requested <br /> Task 14 —CAPDash implementation tool <br /> One of the core requirements of a "qualified GHG reduction plan" under CEQA is the implementation and monitoring <br /> of the adopted GHG reduction strategies. In order to help facilitate implementation and report progress in a <br /> transparent manner, Rincon developed the proprietary CAPDash tool.CAPDash is a cloud-based inventory and <br /> implementation tool that allows cities the ability to easily conduct annual GHG inventories,track and measure <br /> progress,and quantify success over time. Furthermore, CAPDash provides a centralized location to transparently share <br /> progress and data with stakeholders,ensuring that the implementation and monitoring aspects required under CEQA <br /> section 15183.5 are met.This task includes use of the CAPDash tool, including setup and uploading of all of the City's <br /> historic inventories and the final GHG reduction measures.The cost of the tool quoted in the budget section on page <br /> 19 includes all associated labor for tool setup,an in-person training for City staff, and ongoing use of the tool by the <br /> City after the completion of the proposed work scope. <br /> Task 15 — Optional: additional meetings <br /> As a community-oriented firm with extensive experience conducting public outreach and engagement work <br /> throughout the Bay Area,Cascadia is ideally positioned to offer additional public meetings and/or other outreach <br /> support to Pleasanton on an as-needed basis. Per the RFP,we have budgeted for five additional public meetings—see <br /> the Cost section for detail.
