CITY OF PLEASANTON CLIMATE ACTION PLAN UPDATE <br /> offer in-house capacity for InDesign-based document design and production services,development of infographics,and <br /> compelling data displays.Our standards are upheld with rigorous quality control processes that involve editorial review <br /> and senior-level oversight of all written work products and deliverables. <br /> In addition to the final CAP 2.0 document,our team will prepare a brief Summary Plan document of 5-10 pages that <br /> pulls key information and findings from the full report into a more accessible and readable format intended for broad <br /> public consumption.We recommend that the Summary Plan be graphics-rich and cleanly formatted (using Adobe <br /> InDesign)to aid in comprehension by a lay audience. <br /> Deliverables: <br /> • Administrative draft, revised draft with tracked changes,and public comment draft(10 hard copies of each interim <br /> draft and 20 of public comment draft, and digital files with tracked changes provided in Microsoft Word and/or <br /> Adobe PDF) <br /> • Matrix of organized and coded public comments with recommendations,provided in Microsoft Excel <br /> • Draft and final summary Plan document in Adobe InDesign and PDF formats(40 copies of the final) <br /> • Final CAP 2.0 incorporating client revisions and public input(20 hard copies,and original digital files in Adobe <br /> InDesign and PDF formats) <br /> Task 12 — CEQA review <br /> In general,an Initial Study Negative Declaration (ISND)is sufficient CEQA documentation for a Climate Action Plan due <br /> to the generally beneficial environmental impacts associated with the project. In our experience, it is rare that a larger <br /> CEQA document is required for a CAP update. If,however,it is determined that implementation measures may result in <br /> potentially significant environmental impacts,a programmatic Environmental Impact Report(EIR) may be required and <br /> has been included in this proposal as an optional task. Examples of measures that may result in potential significant <br /> impacts include resiliency measures for infrastructure construction,shifting of housing patterns,or large-scale <br /> renewable energy facilities.The need for a programmatic EIR will ultimately depend on the measures chosen for the <br /> CAP 2.0 as well as the response by the community.Therefore,we propose to start with an ISND and provide an in- <br /> depth EIR analysis if necessary. <br /> Work will include the development of an Admin Draft ISND,a Draft ISND submitted for a 30 days public comment <br /> period,and a Final ISND for Certification by City Council.As part of the CEQA process, Rincon will prepare all required <br /> documents and provide them to the City for electronic noticing. Rincon can also send appropriate CEQA notices <br /> electronically(via email,with"read receipts") if an email list is provided by the City. Rincon will also send and post the <br /> required notices with the State Clearinghouse and the County Clerk as required by the CEQA Guidelines.The proposed <br /> scope of work does not include newspaper noticing, but our team can draft a newspaper notice/legal ad if the City <br /> desires,with the assumption that City staff would coordinate and pay any fees for the notice in a newspaper of regional <br /> circulation. Rincon will also attend public meetings/hearings associated with the ISND process. <br /> In addition, Rincon will create a project streamlining checklist that will allow development projects within the City to <br /> tier off of the CAP to show consistency with the state reduction targets and CEQA. Rincon has completed some of the <br /> first CAP checklists in California and will leverage our deep bench of in-house environmental planners to ensure <br /> consistency with the CEQA regulations under Section 15183.5. <br /> Deliverables: <br /> • Draft and final ISND CEQA document <br /> • Project Streamlining Checklist <br /> • Optional EIR(if required) <br /> CASCADIAo 11 <br />
