CITY OF PLEASANTON CLIMATE ACTION PLAN UPDATE <br /> Consultant Description of Qualifications <br /> OUR TEAM <br /> Since its founding in 1993, Cascadia Consulting Group(Cascadia)has worked with public,corporate, nonprofit,and <br /> tribal clients to advance projects that benefit their communities and the environment.Cascadia's expertise includes <br /> strategic planning, analysis,and management of climate change mitigation and adaptation,energy efficiency and <br /> renewable energy, recycling and materials management,and resource conservation projects.Through effective <br /> engagement, research and analysis,decision-support tools, program evaluation, and reporting,we empower our <br /> clients to direct their own progress toward sustainability goals.Cascadia is a women-owned small business with offices <br /> in Seattle,WA;Oakland, CA; and Charleston, SC. <br /> To offer the County the most capable team possible,Cascadia is partnering with Rincon Consultants. Rincon is a local <br /> full-service environmental consulting firm established in 1994 that employs 240 professionals in 11 offices in California. <br /> Over the past 25 years, Rincon has established a history of serving local governments throughout California and has <br /> become a leader in planning,sustainability,environmental impact assessment, and remediation work. Rincon is <br /> nationally known for its climate planning services, having prepared hundreds of greenhouse gas emissions inventories <br /> and climate change-related plans and technical studies—including over two dozen in California. <br /> Together,the Cascadia-Rincon team is one of the leading providers of comprehensive climate planning services in <br /> Northern California. Our firms are currently collaborating on three high-profile CAP update projects in the region—for <br /> San Mateo County and the cities of Dublin and Albany—and will draw on this impressive body of relevant experience to <br /> inform our approach to Pleasanton's CAP 2.0 process. Our proven track record of collaboration on similar projects also <br /> means the City can be confident in our ability to work together seamlessly and efficiently. Finally,we have structured <br /> our team specifically to deliver the broad technical,strategic, and engagement expertise the City needs in a nimble and <br /> cost-effective package. In addition to our key staff listed here,we will draw on a deep bench of support staff as needed. <br /> Our core team is introduced below. Brief descriptions of selected recent projects are included in the following section. <br /> Andrea Martin I Project Manager & Strategy Selection Lead <br /> Andrea Martin has 12 years of experience leading climate mitigation and adaptation projects,with <br /> # a focus on local government clients.She is currently managing the development of the City of <br /> Albany(CA)Climate Action and Adaptation Plan—a multi-stakeholder, public-facing planning <br /> process that includes technical GHG analysis and stakeholder and community engagement.She is <br /> also managing the update of San Mateo County's Government Operations and Community Climate <br /> Action Plans.Andrea's other recent planning projects include leading development of <br /> Midpeninsula Regional Open Space District's first Climate Action Plan; crafting a Climate Action and <br /> Adaptation Plan for the City of Columbia (MO);Climate and Energy Plan for the City of Ashland <br /> (OR);and Climate Action and Adaptation Plan for Flagstaff(AZ). She also recently conducted a land <br /> carbon sequestration potential analysis for the City of Fort Collins (CO); helped define carbon <br /> neutrality for King County(WA); and worked with ICLEI to develop a publicly available tool for <br /> assessing greenhouse gas emissions drivers.She has also worked with USAID to support climate- <br /> resilient infrastructure planning in Vietnam and overseen more than a dozen community <br /> greenhouse gas emissions inventories.Andrea holds a Master of Environmental Management <br /> degree from Duke University. <br /> Andrea will serve as the project manager and primary client contact, oversee all tasks, and lead <br /> report development.
