CITY OF PLEASANTON CLIMATE ACTION PLAN UPDATE
We aim to prepare a CAP 2.0 document that is innovative, transformative, actionable, and infused with compelling
graphics—a document that the City will be proud to share with its citizens and its peers as a model and as a
demonstration of its commitment to reducing emissions and strengthening resilience. It will have user-friendly tools for
identifying next steps and measuring and communicating progress. It will be flexible, and can be organized as a living
document that can be updated over time as new opportunities emerge or as the external regulatory context changes—
making it clear that the City will continually strive to increase its ambition and listen to new ideas. It will be clear, direct,
and engaging.
Building on the City's 2012 CAP,we anticipate that CAP 2.0 will have the following key components and total no more
than 50 pages:
• Introduction and background:This will describe the vision of a resilient, low-emissions Pleasanton, explain the
importance of the CAP,and highlight progress since the 2012 CAP was released.
• Baseline and projections summary:This section will summarize and discuss baseline conditions and forecasts of
GHG emissions. It will also cover observed and projected changes in climate and likely impacts of climate change on
the city and region.
• Vision, goals, and KPIs:This component will frame the CAP by introducing the City's vision for the future, emissions-
reduction goals over the short, medium and long term, and Key Performance Indicators that the City and the
general public can use to gauge progress.
• Strategies and actions:We will describe each overarching strategy and its supporting actions.
• Implementation Plan:This is described in more detail in Task 10 above.
We will submit an admin draft of the full CAP 2.0 draft to the client team for review, and make revisions as appropriate
in a revised admin draft;we also welcome direct comments and revisions from the City using tracked changes in
Microsoft Word.
Once the client team has signed off on the revised version in Word,we will prepare a public review draft in InDesign
and gather community input before finalizing it for adoption. After working with the client team to address all
community comments,we will create a final draft also produced in Adobe InDesign. The public review and finalization
stages are described below.
Public review
Our team will draw on over a decade of experience leading public and stakeholder engagement processes to ensure
that public feedback is effectively and efficiently considered and addressed as part of the planning process. We
understand that participants volunteer their time and energy to provide input, and that public and stakeholder
feedback is critical for plan success.
To gather this valuable input,we will facilitate a public comment period using the revised CAP 2.0 document. We are
comfortable using a variety of group document commenting platforms—such as Microsoft Office 365, Google Docs,
and Ideagen's PleaseReview—to streamline the public input process; in addition,we suggest hosting at least one public
open house or pop-up event to gather in-person feedback.
Our team will provide the City with a memo summarizing the public comment, recommended responses, and needed
City input on pending issues. We will compile this feedback and integrate it, as appropriate, into a final version of the
CAP to be presented to the City for adoption.
Revision and delivery of final report
We will revise the draft CAP based on the public comments and any final input from the City.We will provide five (5)
printed copies of all final deliverables and will submit them electronically in Adobe InDesign and PDF formats. Our
team's layout and graphic design services will be scaled to meet the City's needs and the vision for the final Plan;we
CSCADIA 10
