CITY OF PLEASANTON CLIMATE ACTION PLAN UPDATE <br /> • Given the policies, programs,and actions the City has taken so far to reduce emissions,what additional measures <br /> should be taken, considering criteria such as cost-effectiveness, mitigation potential,feasibility, equity and <br /> inclusion,co-benefits, local compatibility, and economic impact? How can the City prepare for decarbonization of <br /> its key emissions sectors? <br /> • How do we maximize community co-benefits, like economic prosperity and public health among diverse <br /> populations,while addressing climate mitigation,adaptation,and sustainability needs?How can strategies ensure <br /> that people are not left behind as energy sources and job markets change? <br /> • How can the City's CAP update best align with and complement existing plans and goals? <br /> • How can residents and other stakeholders best be engaged in this effort, both in developing strategies and actions <br /> and in implementing them over the short, medium, and longer terms? <br /> • What is the most effective way to monitor,measure,and report progress along the way, enabling successes to be <br /> celebrated and mid-course corrections to be taken as needed? <br /> Scope of Work <br /> Our approach to complete the tasks laid out in the RFP is described in the following sections. <br /> Task 1 — Kick off project & review City documents <br /> We believe a solid house is built on a strong foundation, and we will strive to set the project up for success through <br /> proactive planning at the outset.We will convene an initial kick-off meeting to help us understand where the City <br /> currently stands and make key decisions regarding the project's methodology,scope,and boundaries.We will discuss <br /> the project's ultimate goals and outcomes, and how we plan to meet those outcomes through consultant team,City, <br /> and stakeholder participation. <br /> Prior to the kick-off meeting,our team will review the City's reference documents—including the 2012 CAP EIR, past <br /> GHG inventory results, urban planning documents,and others as mentioned in the RFP—and flag potential linkages <br /> with the CAP update,known gaps,and other key areas for discussion.We will discuss these documents and our <br /> takeaways with the client team during the kick-off meeting.This review of existing materials will help round out our <br /> understanding of Pleasanton's context, both internally and in the broader East Bay region.We will augment the <br /> document review with our team's background knowledge from undertaking similar climate planning efforts with <br /> nearby cities, including Dublin and Albany.The results of this assessment will be documented in a memorandum <br /> submitted to the client team. <br /> The result of this kick-off meeting will be that the client and consultant teams agree on key project elements and roles, <br /> have a shared understanding of the project's process and milestones,and are excited to work together on this <br /> important project.We will document the results of the kick-off meeting in a final project work plan and schedule. <br /> Once the project is underway, Cascadia will continue to coordinate with the client team, including participating in <br /> biweekly check-in calls with the client. (We are happy to adjust the frequency of our check-ins to meet the client <br /> team's needs.)We will provide monthly invoices and activity reports.Cascadia will use Deltek Vision project <br /> management software to provide real-time budget updates and regular detailed reports and invoices,and we will <br /> provide monthly progress reports that cover budget,timeline, and deliverables. <br /> Our project manager will proactively monitor the project's progress and immediately inform the client team, by phone <br /> and/or email,of any deviations from the planned schedule and budget or other unforeseen challenges.We believe <br /> strongly in addressing potential issues early, before they become serious problems that could threaten the success of <br /> the project. Finally,to ensure that our deliverables fully meet the City's expectations,we will submit all work products <br /> to the client team in draft format for one round of review, incorporate revisions, and produce a final version.
