CITY OF PLEASANTON CLIMATE ACTION PLAN UPDATE <br /> Project Description <br /> The Bay Area and other regions around the world are already experiencing climate change, including impacts from <br /> more frequent drought conditions,wildfires, and heat waves. Pleasanton faces unique climate challenges:while <br /> extreme heat events,wildfire, and flooding will be increasing threats,a growing population and booming regional <br /> economy will also increase demand for services.The City faces the difficult task of balancing priorities and setting <br /> shared goals among relevant stakeholders, including residents,the organizations,transportation authorities, local <br /> utilities,and state and federal agencies. <br /> To address these impacts and meet state mandates, in 2012, Pleasanton launched an ambitious Climate Action Plan <br /> that charted a path toward reduced emissions and increased climate resiliency. Now, seven years into its climate action <br /> efforts, it's time for the City to take a step back and review its progress,celebrate successes, identify gaps,and set new <br /> goals—positioning it to enact a new set of updated strategies and actions that reflect the latest best practices, <br /> technologies,State mandates such as SB-32 and Executive Orders B-30-15 and S-3-05,and City priorities.The CAP 2.0 <br /> process is far more than just an update of the 2012 plan; it is an opportunity for Pleasanton's planners and the <br /> community to come together and re-envision what a climate-smart future looks like in the near-term and further into <br /> the future,and how to get there in an efficient, equitable,and sustainable way. <br /> Approach to Project <br /> Given the long-range planning and goal-setting involved in climate action planning,the stakes for the CAP 2.0 update <br /> are extraordinarily high, and our team is eager to support the City at this vital juncture. Our approach is rooted in our <br /> extensive experience conducting GHG emissions analysis,community engagement,and analysis of adaptation and <br /> sequestration measures for dozens of local jurisdictions—throughout the Bay Area,the West Coast,and beyond. We <br /> couple this with our expertise in seamlessly translating analysis results into strategy development and climate action <br /> planning.We will center our approach on reviewing and analyzing emissions according to universally accepted <br /> protocols, understanding the community's experiences and needs,setting ambitious targets, and developing concrete <br /> and realistic strategies to get there. <br /> We will work closely with the City to chart an ambitious—yet achievable and cost-effective—path forward.This project <br /> will lay a solid foundation for Pleasanton to continue reducing emissions,address adaptation and resilience,and meet <br /> state requirements.We also understand that climate mitigation does not exist in a vacuum and must be evaluated in <br /> the context of broader community needs and resource constraints;to this end,we will integrate a comprehensive <br /> analysis of co-benefits into our assessment of current and potential new strategies. <br /> Cascadia Consulting Group will serve as prime consultant and main point of contact, leading team coordination, <br /> analyzing City actions since adoption of the 2012 CAP, guiding the development of the draft and final updated CAP,and <br /> providing ample opportunities for stakeholder and community engagement throughout the planning process.To <br /> provide the City with the most comprehensive and relevant skillset possible,Cascadia has partnered with Rincon <br /> Consultants on this effort. Rincon will manage the technical analysis of greenhouse gas emissions,develop forecasts <br /> and reduction targets,and conduct CEQA review. <br /> Together,our team will conduct this update by answering key questions such as: <br /> * How has the City done on its 2012 CAP goals and strategies?What are notable successes and challenges? <br /> • How will the City become more resilient in the face of climate change impacts?What are the greatest threats faced <br /> in the short, medium, and long terms—from both incremental changes over time as well as the uncertainty and risk <br /> associated with climate-related extremes?
