PROPOSED PROJECT <br /> The proposed religious facility would provide a meeting place for the Blue Oaks Church <br /> congregants. The facility would operate weekly Monday through Sunday, with the largest <br /> congregant activities being held on Saturdays and Sundays. The proposed days and hours of <br /> operation, activities and anticipated number of congregants for each activity are summarized in <br /> the project narrative (Exhibit B). Maximum occupancy of the facility across the course of the <br /> week would be as follows: <br /> • 325 congregants and staff on-site on Saturdays from 8:00 a.m. to 5:00 p.m.; <br /> • 408 congregants and staff on-site on Saturdays from 5:00 p.m. to 8:30 p.m. and <br /> Sundays from 8:30 a.m. to 8:30 p.m.; <br /> • 85 congregants and staff on-site Mondays through Fridays from 9:00 a.m. to 5:00 p.m.; <br /> and <br /> • 145 congregants and staff on-site Mondays through Fridays from 6:30 p.m. to 9:00 p.m. <br /> Some special events such as weddings, receptions, funerals, et cetera are proposed. Most of <br /> these events would be held on Saturdays and Sundays; however, some special events could <br /> occur Mondays through Fridays. The size of each special event would be limited by the <br /> available number of parking spaces (on- or off-site) available at the scheduled time of the <br /> special event. See Table 1 below for more information regarding the available number of <br /> parking spaces on- or off-site at any given time. <br /> The applicant is also proposing exterior and interior changes to the existing building (project <br /> plans, Exhibit B). The proposed exterior changes include: (1) modifying the north entrance to <br /> the building by enclosing the existing rounded and fully roofed vestibule with glazing designed <br /> to match the existing building; (2) modifying the south entrance to the building by constructing <br /> a new rounded and fully roofed vestibule finished with glazing and brick designed to match the <br /> existing building; and (3) raising a portion of the existing roof above the proposed auditorium <br /> by approximately seven feet (overall building height would increase from approximately 18 feet <br /> to 25 feet at that portion of the building) and finishing the raised façade with stucco designed to <br /> match the existing building. The interior changes include the demolition of the majority of all <br /> existing interior improvements and would result in a floor plan comprised of an auditorium, two <br /> lobbies, office space, meeting rooms, bible study classrooms, a "next generation" multi- <br /> purpose room, a nursery, a hospitality room, storage, and restrooms. <br /> Please see the attached narrative and project plans (Exhibit B) for additional information on the <br /> proposed use and related site/building improvements. <br /> STAFF REVIEW/ANALYSIS <br /> Conditional uses are those uses which, by their nature, require special consideration so they <br /> may be located properly with respect to the objectives of the Municipal Code and their potential <br /> effects on surrounding properties. In order to achieve these purposes, the Planning <br /> Commission is empowered to approve, conditionally approve, or deny applications for CUPs. <br /> Land Use <br /> The subject parcel has a General Plan land use designation of Business Park and is zoned <br /> PUD-I/C-O District. Religious facilities are conditionally permitted in the Bernal Corporate Park. <br /> If the CUP were granted, the proposed religious facility would have to be operated consistent <br /> with the applicable land use regulations and any specified conditions of approval. <br /> P19-0190 and P19-0191, 7139 Koll Center Parkway Planning Commission <br /> 3 of 9 <br />
