period. of time. The handheld blower was -a little underpowered for the Operations Services parking lot. It . <br />took two power packs to complete the parking lot, each with a 10 -minute charge. The back -blow battery <br />pack lasted longer but was still underpowered. Both handheld units hurt the elbow and wrist of the user <br />after less than an hour of use. The Husqvarna chainsaw was used and would be best for small jobs and early <br />morning work, because it is quieter than the typical chainsaw used. It was also noted that the staff liked the <br />fact they weren't exposed to the exhaust from the electric chainsaw. <br />Mr. Daggy indicated that electrical equipment might be premature for commercial use at this point .but <br />would be ideal for lower volume jobs. He reported the technology is getting better with longer battery time, <br />recharging times and lighter weight of the equipment. He encouraged the Operations team to think about <br />instances where it would be appropriate to use electrical equipment for Operations (i.e. to keep noise levels <br />down, etc.). <br />Ms. Brown recalled CARB was geared towards commercial use adaptation. She suggested staff stay in <br />touch with CARB and have them come back at some point to provide an update on the recent happenings <br />(i.e. Ojai, Santa Monica, etc.). <br />Ms. Yurchak indicated that she would provide the feedback to the representative from CARB. <br />Ms. Green asked if there was any value the committee could add to this program. Ms. Yurchak suggested <br />that this project could be added as part of the Council Priority setting process. The challenge being that the <br />priority process only happens every two years however, a recommendation could be made by the committee <br />outside of that process. Ms. Green thought it would be helpful if it was attached to the CAP 2.0. Ms. <br />Yurchak agreed and indicated it could be added as an implementation action item. <br />Ms. Green said she would keep her eyes open for funding opportunities that the city might be able to utilize <br />to speed up the process where appropriate. <br />Mr. Cartwright suggested offering a rebate or incentive program for residents who replaced their gas <br />equipment to electric to encourage electrical lawn and garden equipment to help reduce the emissions from <br />the equipment and gas cans over time and reduce noise levels in neighborhoods. <br />Ms. Yurchak indicated that this could be part of the implementation of CAP. Ms. Green requested that the <br />CAP subcommittee remember to discuss adding a rebate/incent program component to the CAP <br />implementation. <br />Ms. Yurchak reported the City Manager approved the launch of the Sustainability Pleasanton website <br />www.sustabinabloleasatiton.com in August and is now live on the City's website. The new website <br />resource will be included in the upcoming Progress Newsletter that is mailed to all households in Pleasanton <br />in October. In. addition, social media postings will follow the Progress Newsletter. <br />Mr. Reda reported that staff has finalized the Request for Proposals for updating the City's Climate Action <br />Plan and incorporated committee member feedback from its July 3111 meeting. Staff.received three <br />proposals. by the due date from Ascent, Cascadia, and ESA which will be review by Megan Campbell, Brian <br />Dolan, and himself. The three are going to meet using a matrix to compare assessments. Interviews are <br />scheduled to be held the week of October 71. Once a consultant is selected, the scope of work will be <br />finalized along with contract details and will be considered by Council in either November or December. <br />Mr. Reda indicated the project would take about 18 months to complete. It was reported that the CAP 2.0 <br />website was also developed and will be launched in October in which committee members can access at. <br />anytime to review updates. <br />Lastly, staff devoted a considerable amount of time and effort to prepare the agenda report and presentation <br />for the September 17, City Council meeting, where staff presented the East Bay Community Energy <br />evaluation report and recommendation to join EBCE for Council's consideration.
