BACKGROUND <br /> Chapter 3, Section 36530 of the Parking and Business Improvement Area Law of 1989 <br /> requires the City Council to do the following to levy the annual assessment for the <br /> Downtown Pleasanton Business Improvement District (BID): <br /> • Ratify an advisory board to prepare the Pleasanton Downtown Association annual <br /> report and budget (completed on September 4, 2019); <br /> • Accept the annual report and budget and set a public hearing to levy the <br /> assessments (completed on October 15, 2019); and <br /> • Open and close a public hearing and adopt by resolution the assessments (to be <br /> completed on November 19, 2019). <br /> Over the past 30 years, these steps have been conducted annually to formally levy the <br /> Downtown Pleasanton Business Improvement District assessment. <br /> Over this same time, the City has had an agreement with the Pleasanton Downtown <br /> Association to administer the Downtown BID; the most recent agreement was <br /> approved by the City Council on October 21, 2014. Through the terms of that <br /> agreement, for the past 19 years the Pleasanton Downtown Association has operated <br /> under the California and National Main Street model. The Main Street approach builds <br /> on a downtown's inherent assets by preserving the rich architecture and traditional <br /> values, while underscoring the district's strength as an economic center by supporting <br /> local business initiatives. This program includes having an organizational structure that <br /> ensures all aspects of managing the downtown district are addressed. As such, the <br /> PDA has maintained a full-time Executive Director, a Board of Directors elected by the <br /> downtown businesses as members of the organization, and active committees focused <br /> on design, economic vitality and promotions and marketing for the downtown. PDA's <br /> committees continue to be active in discussing current issues that affect the downtown <br /> and developing activities and programs to assist the downtown business community. <br /> DISCUSSION <br /> Business Improvement District <br /> The PDA annual assessment revenue in 2020 is estimated to be around $75,000. <br /> Currently, assessments are based on proximity to Main Street, with a minimum <br /> assessment of$50 and a maximum assessment of $350; non-profit businesses within <br /> the BID are not assessed. The assessment formula — which has been used since 1996 <br /> — is based on the annual business license payment and is calculated as follows: <br /> • businesses located curbside and downstairs on Main Street are assessed at two <br /> times (2X) their business license; <br /> • businesses with a Main Street address located upstairs, or not curbside, are <br /> assessed at a rate of one and a half times (1'/ZX) their business license; <br /> • all other businesses (those located off Main Street) pay an amount equal to one <br /> times (1X) their business license. <br /> Page 2 of 4 <br />
