THE CITY OF 4 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTONm <br /> November 19, 2019 <br /> Economic Development <br /> TITLE: ADOPT A RESOLUTION LEVYING THE DOWNTOWN PLEASANTON <br /> BUSINESS IMPROVEMENT DISTRICT ASSESSMENT FOR 2020 AND <br /> APPROVE AGREEMENT BETWEEN THE CITY OF PLEASANTON AND <br /> THE PLEASANTON DOWNTOWN ASSOCIATION TO ADMINISTER <br /> THE DOWNTOWN PLEASANTON BUSINESS IMPROVEMENT <br /> DISTRICT <br /> SUMMARY <br /> The Downtown Pleasanton Business Improvement District Advisory Board's 2019 <br /> annual report and 2020 budget were presented to and approved by the City Council on <br /> October 15, 2019. The PDA Advisory Board report and budget recommended no <br /> modifications to the Downtown Pleasanton Business Improvement District (BID) <br /> boundaries and no change in the method of levying the assessment for 2020. The <br /> agreement between the City and the PDA that formalizes the PDA's administration of <br /> the Downtown Pleasanton BID expires on December 31 , 2019. PDA and City staff are <br /> supportive of entering into an agreement for PDA to administer the BID for a five-year <br /> term. The Council is now asked to hold a public hearing and consider adoption of a <br /> resolution levying the Downtown Pleasanton Business Improvement District <br /> assessment for 2020. <br /> RECOMMENDATION <br /> Staff recommends the City Council hold a public hearing and adopt a resolution levying <br /> the Downtown Pleasanton Business Improvement District assessment for 2020 and <br /> approve the renewed agreement between the City of Pleasanton and the Pleasanton <br /> Downtown Association to administer the Downtown Pleasanton Business Improvement <br /> District. <br /> FINANCIAL STATEMENT <br /> The current agreement between the Pleasanton Downtown Association, as manager of <br /> the Downtown Pleasanton Business Improvement District, and the City requires the City <br /> to match the annual assessments paid by businesses in the business improvement <br /> district. In 2019, the City match from the General Fund is estimated to be approximately <br /> $81 ,000. Staff anticipates the 2020 match (if approved) will be around $75,000; this is <br /> included in the City's and the PDA's budgets. In addition to the direct City contribution, <br /> the City provides a significant amount of indirect funding which includes staff time to <br /> administer the PDA assessments and contract, assistance and support for events and <br /> business initiatives, as well as the cost to maintain downtown planters, cleaning <br /> sidewalks, and garbage pickup, and related upkeep improvements. <br />
