Per PMC Section 18.84.120.E, unenclosed exterior fire escapes and stairways may project <br /> into any setback by up to four feet. The proposed stairway, at 6 feet 10 inches wide, would <br /> generally retain a setback of at least 10 feet from the westerly property line, consistent with the <br /> required primary structure setback also meeting the PMC definition that allows for the <br /> projection. <br /> Scope of Design Review— Criteria <br /> Per PMC Section 18.20.030, the design review process involves Planning Commission or <br /> Zoning Administrator review of site plans, landscape plans, architectural and other plans "as <br /> may be required to preserve and enhance the City's aesthetic values and to ensure the <br /> preservation of the public health, safety, and general welfare." <br /> Through the design review process, the Municipal Code allows the reviewing body to approve <br /> conditions that may be more restrictive than normal Code standards, if necessary, to ensure <br /> the public health, safety, or general welfare is preserved. As outlined in Section 18.20.030, the <br /> scope of review shall include but not be limited to the following design criteria (applicable <br /> criteria are listed): <br /> • Appropriate relationship of the proposed building to its site, including transition with <br /> streetscape, public views of the buildings, and scale of buildings within its site and <br /> adjoining buildings; <br /> • Appropriate relationship of the proposed building and its site to adjoining areas, <br /> including compatibility of architectural styles, harmony in adjoining buildings, attractive <br /> landscape transitions, and consistency with neighbor character; <br /> • Relationship of exterior lighting to its surroundings and to the building and adjoining <br /> landscape; <br /> • Architectural style, as a function of its quality of design and relationship to its <br /> surroundings; the relationship of building components to one another and the building's <br /> color and materials. <br /> Zoning Administrator Approval and Appeal <br /> As outlined above, the appellant has raised a consistent set of issues during both the Zoning <br /> Administrator's review of the project. This section provides an analysis and response to the <br /> various issues raised.
