Public Comment from the audience regarding items not listed on the agenda — <br /> Speakers are encouraged to limit comments to 3 minutes. <br /> There were no members of the audience wishing to address the Commission. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 3. PUD-130/TRACT 8472/P18-0078/P18-0079/P18-0080/P18-0081, Hidden Canyon <br /> Residences and Preserve Project, Ponderosa Homes II, Inc., 10807, 11021, and 11033 <br /> Dublin Canyon Road and the property west of 11021 Dublin Canyon Road <br /> (APN 941-2500-3) — Scoping Session for the Draft Environmental Impact Report that will <br /> analyze the environmental effects of proposed applications for four parcels totaling <br /> approximately 128.5 acres, including annexation, General Plan amendments, and Planned <br /> Unit Development (PUD) rezoning and development plan to demolish two homes, construct <br /> 31 single-family detached homes with related on-and-off-site improvements, and public <br /> land dedication and improvements. <br /> Associate Planner Natalie Amos presented the specifics of the item in the Agenda Report. <br /> Commissioner Balch referred to new Parcel C and asked if there was going to be access <br /> between the land dedicated to East Bay Regional Parks District (EBRPD) at this time and the <br /> staging area, or he asked if this will wait until the Living Trust forms. <br /> Ms. Amos replied it is her understanding that construction of a trail and access of some type <br /> will be concurrent with the development. <br /> Mary Bean with FirstCarbon Solutions continued the presentation. <br /> Ms. Amos then presented the California Environmental Quality Act (CEQA) review timeline and <br /> publication of the Final Environmental Impact Report (FEIR) which is anticipated for Spring <br /> 2020, following by public hearings and response to comments. <br /> Commissioner Balch inquired about the knowledge gained from the Johnson Drive process <br /> and the 19 CEQA Required Environmental Review Topics for this project. <br /> Planning Manager Ellen Clark responded that each of the 19 high-level topics has a series of <br /> subtopics and impacts under CEQA which will be analyzed. <br /> Planning Commission Minutes Page 2 of 8 September 11, 2019 <br />
