Commissioner Ritter inquired and wanted confirmation the public comments already received <br /> will be incorporated into the talking points and FEIR. <br /> Ms. Amos confirmed. <br /> Chair Allen inquired as to visual impacts and asked for the process of identifying the locations <br /> where streetscapes or visual portrayals would be created and what they would look like. <br /> Ms. Amos confirmed the environmental document will have five viewpoints at various locations <br /> and will review other vantage points to determine visibility and will include views of before and <br /> after. <br /> Commissioner Brown stated he knows the staging area moved in this design and the <br /> Commission had conducted a straw poll in terms of where it should be, and he asked if this <br /> plan is reflective of that recommendation. <br /> Noted Present: <br /> Commissioner Pace arrived at 7:18 p.m. <br /> Ms. Amos confirmed the new location reflected was staff, the majority of the Planning <br /> Commission, and EBRPD's preferred location. <br /> Commissioner Brown said in terms of the path, Emergency Vehicle Access (EVA), and staging <br /> area, while nothing has been finalized, he asked if there were any aspects at this time in terms <br /> of design. <br /> Ms. Amos confirmed the design has not been finalized. <br /> Commissioner Brown asked at what portions of the staging area within Parcel C were subject <br /> to the living trust and at what portions would become part of the EBRPD. <br /> Ms. Clark deferred to the applicant's impending presentation for clarification on dedication and <br /> ownership. <br /> THE PUBLIC HEARING WAS OPENED <br /> Applicant/Project Planning Manager Rick Rosenbaum with Ponderosa Homes gave a brief <br /> overview of the project history and a presentation. He explained some of the refinements and <br /> changes that came out of the Planning Commission work session on March 27, 2019, <br /> revisions to the staging area, reduction of lots in the project, community benefits, water system <br /> improvements and others. Reversion of the parcel to the EBRPD will be done once the Lester <br /> family is no longer living on the property. In the interim, the trail easement would be granted to <br /> the EBRPD for connection from the staging area to where they plan to provide public access. <br /> They are still refining landscape and visual concepts with the idea of having a private gated <br /> entry off of Dublin Canyon Road, with significant landscape features and he described the lot <br /> configuration and EVA point, noting the two residences owned by the Lester family will be <br /> turned into two large lots with access off of the existing road which will also serve as the <br /> Planning Commission Minutes Page 3 of 8 September 11, 2019 <br />
