DISCUSSION <br /> On September 3, 2019, the City Council appointed the members of the advisory board, <br /> which has since met and is recommending acceptance of the attached 2019 report and <br /> the proposed budget for the Downtown Pleasanton Business Improvement District <br /> assessments and other revenues for the 2020 calendar year, provided as Attachment 1. <br /> The report illustrates the organization's accomplishments during this year, building on <br /> PDA's three key priorities for 2019: <br /> Update Business Improvement District Structure <br /> In order to improve partnerships, create a stable and predictable funding source <br /> and further the vitality of Downtown Pleasanton we would like to work closely <br /> with the City of Pleasanton to revise/update our Business Improvement District <br /> (BID) structure. Our current BID has not been revised since 1989 and requires <br /> updating in order to meet the current needs of our Downtown, our businesses <br /> and our property owners. <br /> Expand and Improve Parking in Downtown <br /> Continue to work closely with the City of Pleasanton to identify opportunities to <br /> add to the overall parking stock in Downtown and effectively manage the existing <br /> parking. We would like to begin new discussions regarding how best to manage <br /> our existing parking stock through various means of enforcement and perhaps a <br /> plan to install meters in strategic areas of downtown in the future. Work with all <br /> stakeholders to execute the Downtown Parking Study & Strategy created in <br /> 2016. Also look at ways in which the overall traffic flow of Downtown can be <br /> improved (i.e., left hand turn signal at St. John Street). <br /> City of Pleasanton 125th Anniversary Celebration <br /> Work closely with the City of Pleasanton, numerous community organizations <br /> and local companies to celebrate the City of Pleasanton's 125th Anniversary in <br /> conjunction with the August 2, 2019, Concert in the Park. This very special event <br /> will be designed to celebrate our history, heritage and hometown spirit. Activities <br /> will be free, family friendly, educational and interactive. <br /> Additionally, the attached report and budget contain the following required information: <br /> 1. Any proposed changes in the boundaries of the district. For 2020, there are no <br /> proposed boundary changes. <br /> 2. The improvements and activities to be funded during the calendar year, and an <br /> estimate of the cost of providing those improvements and activities. <br /> 3. The method of levying the assessment in sufficient detail to allow each business <br /> owner to estimate the amount to be levied against the business for the year. An <br /> update of the assessment structure was recommended by the PDA during the <br /> development of the City Council Work Plan for 2019-2020; Council determined to <br /> address this request as time and resources allow during the coming few years.
