BACKGROUND <br /> At the October 21, 2014, City Council meeting, the City and the Pleasanton Downtown <br /> Association (PDA) renewed a five-year funding contract whereby the City contributes <br /> funds to match the annual assessment revenue, to be remitted for the PDA to conduct <br /> programs and activities that benefit the downtown. As that agreement expires on <br /> December 31, 2019, City and PDA staff are reviewing and revising the agreement to <br /> reflect current expectations. An updated agreement will be presented to the City Council <br /> for consideration at its November 19, 2019, meeting. <br /> The Downtown Pleasanton Business Improvement District annual assessment revenue <br /> in 2020 is expected to be approximately $75,000. The assessment formula is based on <br /> the annual business license payment and is calculated as follows: <br /> • businesses located curbside and downstairs on Main Street are assessed at two <br /> times (2X) their business license; <br /> • businesses with a Main Street address located upstairs, or not curbside, are <br /> assessed at a rate of one and a half times (1'/2X) their business license; <br /> • all other businesses (those located off Main Street) pay an amount equal to one <br /> times (1X) their business license. <br /> The minimum assessment is $50 and the maximum is $350. Non-profit businesses <br /> within the District are not assessed. <br /> Chapter 3, Section 36530 of the Parking and Business Improvement Area Law of 1989 <br /> requires the City Council to do the following to levy the annual assessment for the <br /> Downtown Pleasanton Business Improvement District (BID): <br /> • Appoint an advisory board to prepare the annual budget with a report describing <br /> the programs and activities of the downtown improvement district and the related <br /> funding sources. The report will outline any recommended changes to the <br /> boundaries of the district and/or the methodology of assessing each business; <br /> • Accept the report and budget and set a public hearing to levy the assessments; <br /> • Open and close the public hearing and adopt by resolution the assessments. <br /> Following is the schedule of those actions: <br /> Date Action <br /> 9/3/2019 Ratification and Appointment of Advisory Board for 2020 <br /> APPROVED BY CITY COUNCIL <br /> 10/15/2019 Accept 2019 Annual Report and 2020 Budget and <br /> Adopt Resolution of Intent to Levy and Set Public Hearing for 11/19/19 <br /> 11/19/2018 Hold Public Hearing and Adopt Resolution Levying the Downtown <br /> Pleasanton Business Improvement District Assessment for 2020 <br /> Page 2 of 4 <br />
