MOTION: It was m/s by Narum/Pentin to approve the Development Standards item. Motion passed with <br /> Brown voting no and Testa recused. <br /> Councilmember Narum recommended adding language to the DSP at the PDA's request to say the city <br /> considers downtown business that follow the rules are not a nuisance. <br /> MOTION: It was m/s by Narum/Pentin to approve a right to do business ordinance with the additional <br /> language. Motion passed unanimously. Testa recused. <br /> Council confirmed the following recommended approaches: <br /> MOTION: It was m/s by Narum/Brown to approve the outdoor dining item. Motion passed unanimously. <br /> Testa recused. <br /> In response to Councilmember Narum's inquiry, Planning Manager Clark advised the proposal was to <br /> include an implementation action in the DSP to have staff develop a policy for approval by the Planning <br /> Commission. <br /> MOTION: It was m/s by Narum/Brown to approve the story poles/visual simulations item. Motion <br /> passed unanimously. Testa recused. <br /> Planning Manager Clark clarified ground-floor residential uses on corner lots and to determine whether <br /> there needs to be additional policy guidance or standards for these properties. Councilmember Narum <br /> suggests that staff incorporate language that highly discourages residential use on corner lots for <br /> clarity. <br /> MOTION: It was m/s by Brown/Narum to approve the ground-floor residential uses on corner lots item <br /> with the inclusion of guidance regarding residential use within the DSP. Motion passed unanimously. <br /> Testa recused. <br /> Planning Manager Clark clarified the item is to determine if a residential project through a PUD process <br /> request height above the 30-foot limit. <br /> MOTION: It was m/s by Pentin/Narum to approve the ground-floor residential uses on corner lots item <br /> with the inclusion of guidance regarding residential use. Motion passed unanimously. Testa recused. <br /> Planning Manager Clark advised this item is proposed revision to clarify policy language within the DSP <br /> to ensure property upgrades are integrated with other property upgrades to provide uniformity on the <br /> property. <br /> MOTION: It was m/s by Brown/Thorne to approve improvements to existing buildings and landscaping <br /> item. Motion passed unanimously. Testa recused. <br /> Planning Manager Clark advised this item is the recommendation by the Planning Commission that a <br /> task force continues the discussion of the parking strategy. In response to Councilmember Pentin's <br /> inquiry, City Manager Fialho advised the parking strategy is a short and long-term strategy that lays out <br /> what the parking objectives are over the long-term. Councilmember Brown supports the discussion of <br /> parking but does not support the development of a parking task force. <br /> MOTION: It was m/s by Brown/Thorne to approve improvements to approve the parking item.
