Councilmember Pentin supported the Task Force recommendation to allow a less-intensive design <br /> review process for projects that meet all city policies and downtown guidelines rather than requiring a <br /> PUD process. Councilmember Narum supported Option 3. <br /> MOTION: It was m/s by Pentin/Thone to approve Option 1 PUD for the Residential Development item. <br /> Motion passed with Narum voting no and Testa recused. <br /> MOTION: It was m/s by Pentin/Thorne to adopt and waive full reading of Resolution No 19-1107 <br /> certifying the Final EIR; approving a Statement of Overriding Considerations; a Mitigation Monitoring <br /> Program; and a Water Supply Assessment. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Pentin, Mayor Thorne <br /> Noes: None <br /> Absent: None <br /> Recuse: Councilmember Testa <br /> MOTION: It was m/s by Pentin/Thorne to adopt and waive full reading of Resolution No. 19-1108 to <br /> approve amendments to the General Plan, the Downtown Design Guidelines, the Downtown Hospitality <br /> Guidelines; rescind the 2002 Downtown Specific Plan; and approve the Updated Downtown Specific <br /> Plan; introduce and waive first reading of Ordinance No. 2193 to changes to zoning designations for <br /> the Downtown Specific Plan Area; introduce and waive first reading of Ordinance No. 2194 to amend <br /> Chapter 17.24 (Transportation Systems Management) and Title 18 (Zoning) of the Municipal Code to <br /> implement policies of the Updated Downtown Specific Plan, as filed under Case P18-0050, as <br /> amended as amended to prohibit new tobacco retailers in the Downtown area as well as language to <br /> the civic center concept that the potential project be done in phases. Pulled Consent Calendar Item 2 — Approve fifth amendment to employment contract of City <br /> Manager Nelson Fialho to provide a twelve percent salary adjustment <br /> Director of Human Resources Debra Gill presented the staff report and provided a background history <br /> on both positions. She advised that City Council reviewed market conditions, compensation history and <br /> considered the City's budget and recommended that salary adjustments be approved. City Attorney <br /> Sodergren will receive an 8% increase and City Manager Fialho a 12% increase respectively, with no <br /> other changes to compensation or benefits are recommended by City Council. She advised that Mayor <br /> Thorne approve second amendment to employment contract of City Attorney Sodergren to provide an <br /> eight percent salary adjustment and approve fifth amendment to employment contract of City Manager <br /> Fialho to provide a twelve percent salary adjustment respectively. <br /> Mayor Thorne open public comment. <br /> Jack Balch spoke in support of both items and thanked City Manager Fialho and City Attorney <br /> Sodergren for their service. <br /> City Council Minutes Page 10 of 11 August 20, 2019 <br />
